It has come to light from other Low Traffic Neighbourhood sites that vehicle capture data has been flawed due to the equipment being used having been set to NOT record idling or low speed traffic.
Given the acceptance by Devon County Council that traffic has increased on arterial roads (last HATOC meeting slide pack) can you please confirm definitively that the apparatus used in the traffic counts for the Heavitree and Whipton Low Traffic Neighbourhood trial does not have any such restrictions and that ALL traffic, no matter what speed it is travelling at will be included in the data?
Devon County Council can confirm that we have not used any pneumatic tubes in our traffic monitoring surveys of the Heavitree and Whipton Low Traffic Neighbourhood areas, and therefore do not have any of the undercounting issues that have been reported in the London Low Traffic Neighbourhood reports.
We can also confirm that all the traffic survey methods that we have used to report traffic flows definitely record all of the traffic, regardless of how fast it is travelling and including when queuing occurs.
