Heavitree Low Traffic Neighbourhood – Traffic Monitoring

1. Does all the traffic monitoring equipment pick up all vehicles irrespective of their speed? So even very slow moving traffic is counted?

All the traffic survey methods that Devon County Council has used to report traffic flows definitely record all of the traffic, regardless of how fast it is travelling, and including when queuing occurs.

2.If so, does the data allow for analysis of speed and therefore give full confirmation that all traffic is counted. Does the data show vehicles moving less than say 10mph?   

Devon County Council’s traffic recording equipment in Pinhoe Road (near Whipton shops) and Hill Barton Road (south of Whipton Barton Road) does record vehicle speeds, and these clearly show any vehicles travelling less than 10mph.

3. What monitoring is being done on the roads just outside the LTN boundary to prove whether or not traffic is being displaced onto other roads as an example are Broadfields Road and Warwick Road being monitored as they appear to be more busy since August?

We have tried to monitor as many roads as possible, but due to limited resources it is not possible to monitor every road in and around the Heavitree and Whipton area. So, although we have monitored the boundary roads, unfortunately roads like Broadfields Road and Warwick Road which are outside the area, have not been monitored.
