The Exeter HATOC agenda reports pack for the meeting on 30th October 2023 includes a reference to 4000 responses to the Active Streets Trial feedback and ‘consultation’

Devon County Council can confirm that we hold information in relation to consultation responses but they are intended for future publication in approximately 5 months time. As the publication date is imminent, and it’s disclosure may influence future responses, we believe it is reasonable, and in the public’s interest, to exempt it from disclosure under Section 22 of the Freedom of Information Act, information held with a view to its future publication.

 

The agenda reports made clear ‘issues with taxis’ were a recurring theme so it’s clear the results have (and rightfully so) be analysed.

 The report makes it clear that feedback has been received via a number of channels. The  responses are in reference to the statutory consultation. However, other feedback has been received via public exhibitions and engagement with stakeholders. It is via these methods that the emerging theme of taxis has emerged.

In a previous FOI request the Exeter North South Sweetbriar listed cost in previous years was £128,543.76 plus 23/24 projected cost of £3,500, totals £132,043.76.

The funding received was listed as £250,000 – Please advise what happened to the difference from the funding of £250k and the actual cost of implementing the scheme £132k.

 Exeter Highways and Traffic Orders Committee approved the Sweetbriar Lane scheme on 13 October 2020 (Environment, Economy and Culture Directorate Committee Report – Standard Format (devon.gov.uk)) at an estimated cost of £250,000. Section 5 (Financial Considerations) shows that the scheme would be funded by £50,000 Section 106 from Matford Green and £200,000 Emergency Active Travel Fund Tranche 2. Devon County Council received a total of £1.026m for Tranche 2 of the Emergency Active Travel Fund, and this funded a total of 14 schemes. Of which, £128,236 was used for Sweetbriar Lane.

 

How was this difference in cost/funding addressed

 The Emergency Active Travel Fund Tranche 2 funding enabled a range of schemes to be delivered in Devon, with some flexibility as to the split of funding across schemes. The overall programme was monitored by the transport planning team and capital finance accountants. Department for Transport were updated via regular pulse surveys. As the Matford Green Section 106 was not required, it will be used to be fund other schemes in Exeter, such as the Rifford Road active travel improvements.

 

What money is outstanding given the lower cost of the scheme and to which organisation is this owed?

 No money is outstanding from the Emergency Active Travel Fund Tranche 2, the Matford Green S106 is outstanding and will be reallocated and no money is owed to other organisations.
