Yes, for tier 2 and tier 3.

Humankind, operating under the name Together in Devon, is an adult treatment service providing Tier 2 and Tier 3 services. Together customers identified as requiring Tier 4 service placements are offered choices of placements that meet clinical governance criteria. Together support those living with a dependency to alcohol or who have a need for any of the following treatment pathways:

  • Opiate (this includes poly substance use)
  • Non-opiates only
  • Non-opiates and alcohol
  • Alcohol only
  1. If yes to (2), what is the average contract length and how often do you re-commission services?

Our current adult services contract began in 2018 and was awarded on a 5 year + 2 year + 1 year +1 year basis.

A decision to recommission is based on multiple factors so there is no average or set timescale.

  1. Does the local authority hold contracts for substance misuse provisions within the criminal justice system?

Yes. We have contracts with our treatment provider to provide continuity of care from prisons into the community, court link workers and a Police Custody Suite worker as part of a broader criminal justice team.

  1. If yes to (5) does the local authority commission substance misuse provisions in prisons?

No. Adult Substance Misuse treatment delivered in prisons is commissioned by NHS England.

The Devon Drug and Alcohol Strategic Partnership has influence over the spend linked to the Supplementary Substance Misuse Treatment Grant. For 2023/24 the allocation from OHID to Devon County Council was £568,394

The funding awarded to EDP now Humankind from the SSMTRG for 2023/24 is £348,662

The remaining funding is for children and young people service provision or commissioning capacity.
