Cowick Street Drainage

Please provide:

1. I need a response as soon as possible on what DCC is doing to meet its statutory duties to provide adequate drainage on Cowick Street.

The gullies and channels in Cowick Street and all other roads on the public highway are cleaned in accordance with our Flooding and Drainage policy.

For information, the gullies in the Cowick Street/Dunsford Road/Cowick Lane/Buddle Lane junction area are shown on the attached gully plan Gullies are labelled with a ‘G’. As these roads are on the salting network, some of these gullies are cleaned on an annual basis while others are cleaned more frequently to improve their efficiency. This South West Water (SWW) sewer plan shows the location of SWW surface water sewers in the area – these are denoted by a dotted blue line. There is a surface water sewer on the north side of Cowick Street and on the south side a surface water sewer flows in an eastward direction.

2. I would also like a response from the flood risk team on what support we are entitled to due to the ongoing flash flooding issue, given it is DCC’s fault we are dealing with regular flash flooding

The Flood Risk Management team have set up a funding opportunity to support the installation of Property Flood Resilience (PFR) measures to individual properties. This is a self-managed scheme with up to £5,000 funded by DCC. Details of this can be found on our website at Property Flood Resilience Funding Scheme – Flood Risk Management (devon.gov.uk) Applications from property owners in Cowick Street will be welcomed, however as the properties are listed buildings of cob construction there are limitations and any improvements would require Listed Building Consent from the City Council.

3. A copy of all internal paperwork related to the original plan to do the work in 2015
