Exmouth Residents’ Parking Scheme

Please can I request the following information?
1. In each zone, what is the number of residents eligible for a parking permit, against the approximate number of residents’ parking spaces now available?

For clarity please break this answer down to the individual zones.

Eligible properties established in MiPermit for Exmouth residents parking were;

Zone A – 768 unique properties.

Zone B – 772 unique properties.

Zone C – 822 unique properties.

Devon County Council does not hold the number of residents parking spaces for each zone due to the nature of the zonal restrictions. Zonal restrictions by their nature do not have specific bays or parking locations marked within them.

We know the lengths of these areas and could calculate number of spaces based on a standard car length however, the information we do not hold is the number of driveways or other crossing points within these lengths that would greatly impact the statistics. Therefore, it is not a measure we hold for any residents parking zone.

2. The plans now agreed and sealed by the HATOC are significantly different to the plans on which the local residents were consulted. Why were the changes made and why is it possible to implement these if the public were not given the chance to comment/vote on the changes before the traffic order was sealed?

The detail of the changes to the proposals was considered by the East Devon Highways and Traffic Orders Committee in December 2022 and details of the changes are contained within this Committee Report.

It is not appropriate for the council to keep consulting the public on all changes to the proposals and the council is permitted to modify traffic regulation orders before they are implemented by the The Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996. The decision to make changes was made by the Councillors elected to represent the residents of Exmouth and East Devon.

3. The Zone numbering was altered without explanation which made it confusing for residents to follow. Why was this?

The proposals originally advertised included 5 zones branded A to E. As only 3 zones were progressed, they were rebranded zones A to C to retain consecutive letters.

The original traffic regulation order references were retained for each area.

4. What is the total revenue collected from permits issued to date and what is the total of refunds made in each zone.

Permits Sold – £59,655.00.

Refunded total  £659.57.

Total £58,995.43.

Refunds by zone;

A £93.33.

B £216.66.

C £349.58.

5. How many valid residents’ parking permits are issued within Zone C currently?

336 resident permits.
