Devon County Council’s response is as follows:

2. Number of providers that you contract with and under which arrangement (i.e SPOT, framework)
Domiciliary: currently 156 active providers
Supported Living: 70 providers deliver care and support to multiple people in a property.
3. When do these expire
Domiciliary: N/A
Supported Living: N/A
4. How many hours and packages are commissioned per week and under which arrangement (i.e SPOT, framework)
Domiciliary: c.32k hours under spot
Supported Living: c55k hours under spot
5. What is the call off process (i.e how is work awarded)
Domiciliary: Referrals are sent out to market and providers respond with offers, these are assessed based on alignment to contract service/pricing and suitability to client requirements.
Supported Living: Support offers for packages of care are sent out through brokerage.
6. Rates that you pay (please state range and average hourly rate)
Domiciliary: rates are divided into bands reflecting costs of delivering into urban and rural geographies.

Supported Living: Supported Living does not have fixed rates – the rates have been agreed with providers at the point they were issued with a contract therefore these cannot be shared.

8. Number of live in packages commissioned
Domiciliary: It is not possible to identify hours that relate specifically to Live In delivery as they are incorporated in to those of domiciliary care overall.
Supported Living: N/A
9. Rates that you pay for these
Domiciliary: These vary and new provision, alongside standard assessment in terms of service suitability, is assessed against a median market rate. Generally rates are in line with those funded by the NHS which range from £1,000 – £1,300 per week. However, these do vary.
Supported Living: N/A
10. Do you have a need for new providers at present?
Domiciliary: No
Supported Living: New contracts are not currently being issued for Supported Living services.
11. What, if any are your minimum prerequisites for new providers
Domiciliary: All provider must adhere to CQC requirements to deliver regulated care, and successfully go through Devon County Council due diligence process.
Supported Living: This depends on the type of service.
12. Where are your opportunities advertised?
Domiciliary: Providers can approach Devon County Council to seek a contract, however, at present, capacity levels in market are at a positive level with no requirement for additional provision in to the domiciliary market.
Supported Living: Providers can request a contract, they are placed on a waiting list for when the issuing of contracts begins again.
