Q1. Please name all the IT resellers that you have contacts with and buy from.

Q2. What is the length of the contracts, more specifically their end date, with the named IT resellers in question 1.

A: Ends August 2024

H: Devon County Council (DCC) can confirm that we hold the information you have requested, however, we consider this is exempt from disclosure under Section 31(1)(a) of the Freedom of Information Act 2000.  

This is because the Council considers that this information constitutes valuable intelligence, that could be leveraged by a motivated cyber threat actor to inform a successful attack against our infrastructure.  We feel that releasing this information would therefore increase the chances of DCC becoming the victim of a cyber-attack. 

We have considered the public interest in releasing this information and whilst we recognise that there is an overriding public interest in openness and transparency, we feel that there is a stronger public interest in the Council maintaining the security and integrity of its IT systems.   

We feel that significant weight should be applied to this public interest consideration given the current elevated cyber threat landscape facing public sector organisations.  For these reasons we feel that the balance of public interest weighs in favour of withholding this information from disclosure. 

Q3. What year and month is the next hardware refresh due?

Laptop refresh currently underway, no  other planned refreshes outside of contract end date.

Q4. Please name the number of devices deployed by the NHS/Fire service/university/council/school?

We do not supply devices to other organisations.

Q5. In reply to question 4, which department/facility are those located?

We do not hold a record of which department devices are deployed to.

Q6. Please name the brand and model of the devices mentioned and the spend for each product.

The devices current deployed appear in the table below. We do not hold a central record of the spend for each product. To obtain this information would require an individual review of the 6,623 devices referred to in our response to the earlier question. Allowing for a 5-minute review for each purchase, this would take approximately 552 hours.  This is in excess of the appropriate limit of 18 hours and, therefore, pursuant to s.12 of the Freedom of Information Act 2000, we are not obliged to provide this information.

Bulk device purchases are generally made with capital expenditure. Ad-hoc purchases are generally made with revenue.
