Fines issued for parking illegally in a disabled persons’ parking place

I would like to know how many parking fines have been issued to drivers who have illegally parked in a disabled bay over the past five years (between December 2017- December 2022).

If possible, I would also like to find out how many of the parking fines issued have been paid and how many have been appealed.

We can confirm the following information regarding penalty charge notices (PCN’s):

For 01/01/2018 to 31/12/2018, 1983 PCN’s were issued in disabled bays, 1436 have been paid and 330 cancelled.
For 01/01/2019 to 31/12/2019, 2050 PCN’s were issued in disabled bays, 1495 have been paid and 338 cancelled.
For 01/01/2020 to 31/12/2020, 1511 PCN’s were issued in disabled bays, 1066 have been paid and 282 cancelled.
For 01/01/2021 to 31/12/2021, 1691 PCN’s were issued in disabled bays, 1151 have been paid and 298 cancelled.
For 01/01/2022 to 31/12/2022, 2214 PCN’s were issued in disabled bays, 1596 have been paid and 305 cancelled.

The number paid or cancelled may increase for 2021 & 2022 cases as some will still be live cases.

9449 PCN’s have been issued in total in disabled bays in the time period requested. We would need to check each individual case to see whether an appeal had been made at any of the statutory stages, and it would take approximately 30-40 seconds to open and check each PCN case correspondence tab. Given the number of cases involved, this would take a considerable time, and would exceed 18 hours.  We are therefore not obliged to provide this information pursuant to section 12 of the Freedom of Information Act 2000.
