Please also supply all the recorded information you hold of assessments made of the proposals to increase speed limits on Exwick Road and St Andrews’s Road from the Exwick Road junction with Okehampton Road to the St Andrews’s Road junction with Swallow Court, as above and as per the attached Devon County Council proposals and statement of reasons sheet which is also available at https://app-trafficorders-live.devon.gov.uk/Home/Document/23853, against Devon County Council’s climate change mitigation and/or adaptation targets and/or against the aims of the Vision Zero South West road safety partnership of which Devon County Council is a member.

Please also supply all the recorded information you hold which provides evidence that increasing highways speed limits from 20mph to 30mph in residential areas improves safety.

It is documented that traffic is not compliant with a 20mph speed limit. Removal of the parking at Exwick Villas would increase speeds further and therefore it is considered appropriate to amend the speed limit to a compliant level to ensure that all road users understand the speed of traffic. This is based on the guidance provided by Department for Transport Circular 01/2013 and officer assessment of driver behaviour.

Please also supply all the recorded information you hold which provides evidence that increasing highways speed limits from 20mph to 30mph in residential areas reduces congestion.

It should be noted that the statement of reasons for the proposals are for the increase in speed limit and the changes in parking on Exwick Road. It is considered that the removal of the parking would improve congestion along the road and improve safety for residents entering/exiting off-street parking.
