Changes to TLR’s proportionality
Dear School Leaders,
- TLR1 and TLR2 payments will no longer be tied strictly to FTE hours.
- Payments will reflect the actual proportion of leadership responsibility undertaken.
- This allows part-time teachers to receive full TLR payments if they carry full responsibilities.
- TLR roles can be shared, with payments split based on the share of duties.
- The change is optional from September 2025 but becomes mandatory from September 2026 for STPCD-compliant schools.
