Summary of Matter or Issue Requiring Decision:

Seeking approval to publish an updated version of the Education Approach for Developer Contributions dated December 2021.

Decision Taken:

 

The following points were approved:

  • Approval to publish an updated version of the Education Approach for Developer Contributions (formerly named Education Section 106 Infrastructure Approach) dated December 2021.
  • Approval to periodically update the costs included within this document without further authorisation when the DfE publishes updated school place scorecards. These are usually published on an annual basis. The updated costs will be published on the Pupil Place Planning website.
Summary of Reason(s) for Decision Taken:

Publishing an updated document will ensure that the approach to securing developer contributions for education provision is informed by the latest Department for Education guidance and reflects changes to the Community Infrastructure Level regulations.

 

An up-to-date approach will assist in securing an appropriate level of developer contributions to mitigate development impacts and ensure that Devon County Council’s statutory responsibility regarding ensuring sufficient pupil places can be fulfilled.

Summary of Alternatives or Options considered and rejected:

An alternative option would be to continue using the existing approach (February 2020). However, this is now out of date and would reduce the authority’s ability to secure adequate funding towards education infrastructure and meet its responsibilities around pupil place planning.
