Officer Decisions

Head of Planning, Transportation and Environment - Dave Black

Summary of Matter or Issue Requiring Decision:

Approval of amendments to the Devon Minerals Plan following its approval by Development Management Committee (15th July 2015, Minute *93(b))

Decision Taken:

Approval of amendments, following consultation with the Chairman of Development Management Committee, to the following parts of the Minerals Plan:

(a) section 4.2 including Policies M4 and M6 to take account of the outcomes of Habitats Regulations Assessment and discussions with Natural England;

(b) paragraphs 7.2.4 and 7.2.10 to take account of recent Government announcements on oil and gas licences; and

(c) various parts to correct or improve grammar and presentation.

Summary of Reason(s) for Decision Taken:

The amendments undertaken improve the soundness and accuracy of the Minerals Plan and will reduce the likelihood of objections by consultees.

Summary of Alternatives or Options considered and rejected:

The only alternative would have been to proceed to consultation without the amendments, which would create a greater risk of objection by statutory and other consultees.

Details of any conflict of interest and dispensation granted to the Officer taking the decision or by any Member of the Council in delegating responsibility for any specific express delegation:
