Summary of Matter or Issue Requiring Decision:
Decision to utilise ESPO frame work 239_16 OJEU 2015/443729 (CP1296-16) for Washroom Services including Feminine Hygiene for DCC and DCPP members to provide a replacement for the current contract.
Decision Taken:
A mini competition was run from the following suppliers named on the framework:
- Cannon Hygiene UK
- Initial Washroom Hygiene
- Personal Hygiene Services Ltd (PHS)
After completion and evaluation the contract was awarded to PHS Ltd for the period of 3 years with an option to extend for a further 12 months.
Summary of Reason(s) for Decision Taken:
The previous contract used this frame work and after carrying out an option appraisal it continues to be the best option for DCC and participating DCPP members.
Summary of Alternatives or Options considered and rejected:
Options considered included running a full OJEU tender process for DCC & DCPP members to access, allowing the contract to end and accessing an established framework.

There are no conflicts of interest in regards to the awarding of this contract
