Officer Decisions (archive)

Head of Digital Transformation and Business Support - Nick Richardson

Summary of Matter or Issue Requiring Decision:

Consideration of contract CP731-11 Domestic White Goods. Contract which is due to expire 2nd January 2016.

Decision Taken:

To let the current contract CP731-11 Domestic White Goods expire and for the authority to use an established ESPO framework White Goods 205/13 for the purchase of the same or similar items.

Summary of Reason(s) for Decision Taken:

The decision to let the contract expire was made following the completion of an options appraisal and the outcome that using an existing ESPO framework was the best option at present for Devon County Council. There has been a steep decline in spending due to the closure of DCC establishments and reorganisation of sites.

Summary of Alternatives or Options considered and rejected:

An options appraisal was carried out with the following options considered:

  •  Devon County Council to re-tender the contract
  • Join a framework contract already in place
  • Allow the contract to expire and do not put another in place
  •  Extend the current contract
Details of any conflict of interest and dispensation granted to the Officer taking the decision or by any Member of the Council in delegating responsibility for any specific express delegation:

No conflicts of interest in relation to the awarding and using of the ESPO Framework 205/13.
