Plans to devolve the 18+ homelessness contribution were
significantly disrupted and paused in 2020 and into 2021 while
Officers across Devon County Council and the Districts/City Councils
responded to the impacts of the Covid-19 pandemic.
The decision to extend has been taken to provide market stability and
continuity of service delivery while Devon County Council and
Devon’s Districts and City Council continue to work together to
progress the devolvement of the 18+ homelessness prevention
contribution.
There is currently a lot of pressure upon homelessness services, in
part due to the impact of Covid-19 and national measures to ensure
the homeless population remains safe, but Devon also has high
levels of homelessness and rough sleepers nationally, particularly in
Exeter and North Devon The option of ceasing our contribution, or
devolving it without proper implementation and mobilisations
timescales is likely to put homeless people at greater risk
