Decision to award the contract for CP1079-14 Emotional Wellbeing Support for Children and Young People following an OJEU EU Social and Other Specific Services Open Procedure process.
Decision Taken:
To award a contract (Subject to due diligence) to the below organisations for the provision of the above contract. The contract will commence on 1st September 2015 for the period of 36 Months, with an option to extend for a further 24 months
Lot 1 Direct support for children and young people to improve their emotional, psychological and social wellbeing
Young Devon, 10 Erme Road, Ivybridge, Devon, PL21 AB.
Lot 2 Support to schools to improve the emotional, psychological and social wellbeing of children, young people and school staff
Virgin Care Services, One Capital Court, Sowton, Exeter, EX2 7FW
Summary of Reason(s) for Decision Taken:
The decision has been taken on the basis of supplier(s) achieving the highest overall score within a best value tender (optimum combination of whole-life costs and quality) in line with the European Procurement Directives award procedure of Most Economically Advantageous Tender (MEAT).
Summary of Alternatives or Options considered and rejected:
A competitive process was undertaken from which nine bids were received two for Lot 1 Direct support for children and young people to improve their emotional, psychological and social wellbeing and seven for Lot 2 Support to schools to improve the emotional, psychological and social wellbeing of children, young people and school staff
these were considered as part of the formal evaluation process.

There is no conflict of interest by the officer taking the decision on contract award in line with scheme of delegation.
