Summary of Matter or Issue Requiring Decision:

It is proposed to extend one of the proposed flexible loading bays at the scheme’s western extent to accommodate articulated heavy goods vehicles of length 16.5m. To accommodate the lengthened loading bay, a limited number of the greening features will also need to be relocated to nearby areas.

This amendment is in accordance with the Devon County Council Cabinet resolution in July 2023, which gave approval for the design and construction of the scheme and under resolution (c): that the Director of Climate Change, Environment and Transport be given delegated powers in consultation with the Cabinet Member for Highway Management and Local Member, to make minor amendments to the scheme as required.

Summary of Reason(s) for Decision Taken:

This amendment is in response to business feedback regarding to the need to maintain access to Queen St for large good vehicles to facilitate the loading and unloading of goods as part of the scheme. This minor amendment request follows the resolution of Teignbridge Highways and Traffic Orders Committee at it’s meeting on 16th February 2024, to remove the prohibition and facilitate access of vehicles over 10m to Queen Street, as part of the associated scheme Traffic Regulation Orders.

The Cabinet Member for Highway Management, Councillor Stuart Hughes and the Local Member, Councillor Phil Bullivant have both been consulted and supported the amendment

Summary of Alternatives or Options considered and rejected:

Retaining the existing flexible loading bay dimensions could make access for goods vehicles over 10m difficult; vehicles would need to significantly overrun the adjacent footways and/or reverse along a one-way stretch of narrow carriageway in an area of high footfall. Extending the loading bay will help mitigate these risks, ensuring long vehicles can access the loading bays with fewer turning movements.
