Summary of Matter or Issue Requiring Decision:

Decision to award the contract for CP1209-15,

OJEU Reference 2015/S – 432436, The Textile Waste Contract, following an OJEU tender process.

Decision Taken:

To award a contract to the below organisation for the provision of the above service.  The service will commence on  1st April 2016, for the period of 24  Months, with an option to extend for a further 24 months

Salvation Army Trading Company Ltd

66-78 Denington Rd Industrial Estate, Denington Rd, Wellingborough, NN8 2QH

Summary of Reason(s) for Decision Taken:

Two Tenders were submitted for this service provision from Bag It Up Group and Salvation Army Trading Company Ltd.  The Contract was offered to Bag It UP Group who had been identified as the Authority’s preferred bidder, based on their submission achieving the highest overall score within a best value tender (optimum combination of whole-life income from the contract and the quality submission) in line with the European Procurement Directives award procedure of Most Economically Advantageous Tender (MEAT).

Bag It Up Group subsequently declined the Authority’s offer and withdrew their Tender. The Contract was therefore offered to Salvation Army Trading Company Ltd, who accepted to take up the contract.

Summary of Alternatives or Options considered and rejected:

A competitive process was undertaken from which two bids were received these were considered as part of the formal evaluation process as set out in the procurement documents.
