Early years funding team
We process and administer the Early Years Entitlement Funding for under 5s. This includes the 2 year old funding for families receiving additional support, universal entitlement for 3 & 4 year olds, Working Entitlement for eligible children of all ages, Early Years Pupil Premium, Disability Access Funding and SEN Individual Inclusion Funding.
We provide an Early Years Funding Helpdesk that is usually available from 9.00am to 4.00pm, Monday – Friday. This is primarily for providers to contact us if they have any queries or questions with regards to Early Years Funding.
We process applications:
- from new providers wishing to register to accept the Early Years Entitlement Funding
- for children who may be entitled to 2-year-old funding
- for Disability Access Funding
- for children who may be entitled to SEN Individual Inclusion Funding.
- We also provide administrative support to our locality teams.

Early years and childcare data and sufficiency
Key roles:
- We analyse data and write the Childcare Sufficiency Annual Report for parents and County Councillors to see how we are meeting the duty to ensure there is enough high quality, inclusive, accessible and affordable early years and childcare provision
- We monitor and report on the take up of funded hours and places (universal entitlement, extended entitlement, 2 year old funding, EYPP, DAF, Inclusion Funding) so the Early Years and Childcare Advisers (EYCAS) can support providers to improve take up. This is also reported back to the Department for Education
- Our team oversees and manages the Provider Self Update and Find Childcare
- Our work takes into account changes to the local population, postcodes, new housing developments etc. We also monitor and report on Ofsted outcomes in early years and childcare settings and schools where they manage nurseries and governor run preschools. The Ofsted data informs the work the EYCAS and Early Years Consultants (EYC) do as part of Early Years One process to improve quality
- The surveys sent to parents about the supply and demand of and for childcare come from our team. We also consider the ages of children, whether they have SEND and what childcare is needed to different working families and where
- The childcareinformation-mailbox@devon.gov.uk is managed by our team
- We send out the invitations to families that may have an eligible 2 year old directing them to the Citizens Portal to check their eligibility. We also send out follow up communications if parents have not taken up a place or not checked their eligibility.
