Council to appoint Donna Manson as Chief Executive

We are appointing a new Chief Executive following the retirement of Phil Norrey.

Donna Manson has been Chief Executive of Scotland’s largest rural authority, The Highland Council, since 2018, where she led the authority in developing an ambitious, sustainable, and connected vision for Highland during a time of immense change and challenge.

An internal message informing our staff of the appointment says:

‘Donna has a track record of improvement, best value and successful budget delivery, rebuilding substantial reserves and resilience within The Highland Council, while implementing significant investment projects.’

Her background is in Education and Children’s Services in three Scottish councils, having started her career in teaching.

Her appointment, while agreed by a panel of senior officers, councillors and key stakeholders, must first be ratified at our Full Council meeting on Thursday 8 December.

Donna is expected to join us in February.  Jan Spicer, our interim Chief Executive of the Council will remain in post until that time.
