Devon’s SEND transformation programme governance


The SEND Strategic Partnership Board replaces the SEND Improvement Partnership board. This multi-agency strategic board holds the partnership accountable for the delivery of the SEND transformation programme.

The SEND Transformation Programme Board is responsible for overseeing programme delivery against milestones and plans, managing risks and issues, and progress against key performance indicators and savings targets. It reports, and escalates issues, to the SEND Strategic Partnership Board.

Each of the seven work strands within the transformation programme will have project management meetings that report into, and escalate issues to, the SEND Transformation Programme Board.

The SEND Boards and work strand meetings will also report to, and escalate issues to, relevant meetings within the partners. For example, Devon County Council’s SEND Quality Performance and Review meeting (QPRM) will bring together DCC services who support children and young people with SEND to improve how they work together for a common purpose and tackle the issues arising from the project delivery work.

SEND Strategic Partnership Board

The SEND Strategic Partnership Board is chaired by Trevor Doughty.

The board is made up of representatives from:

  • Devon Education Forum and the Schools Finance group
  • The Integrated Care Board and Quality Commission
  • The Health and Wellbeing board
  • Devon County Council Cabinet and Scrutiny Committee Members
  • Devon County Council’s Strategic Leadership Team
  • Devon County Council’s Children’s Leadership Team
  • QPRM

SEND Transformation Programme Board

The SEND Transformation Programme board is chaired by Stuart Collins.

The board will be focusing on seven key work strands:

  • Strategy
  • Inclusion and early help
  • Preparation for adulthood
  • SEN statutory processes
  • Sufficiency
  • Financial management and placement value
  • Multi-agency pathways
