New Head of Devon Virtual School joins Devon County Council

Posted on: 13 Jun 2025

Emma Phillips is our new Head of Devon Virtual School for Children with a Social Worker. She’s looking forward to strengthening the council’s relationships, communications and support for our most vulnerable children in schools and other educational settings in Devon.

“At Devon Virtual School, we are committed to promoting our children’s educational achievement and wellbeing, whilst always being curious and asking the question ’is it good enough for my child?,” says Emma.

“We are a dedicated team of skilled educators, here to support, advise and guide all colleagues who work with our children to help you to inspire each child to ensure they reach their full potential, have access to high quality, inclusive education, feel safe and ‘belong’ in your settings.

“As we navigate the ever-evolving landscape of education, we will continue to innovate and adapt to meet the needs of our children and our families. Our vision is to create a collaborative and inclusive community where every child feels valued empowered and safe.

“We are dedicated to building strong relationships across Devon, fostering connections that enhance the educational experience and strengthen our community for our children.

“Together, we will make Devon a place where children thrive, children are heard and their aspirations realised.”
