SEND Strategic Partnership Board
The SEND Strategic Partnership Board is a multi-agency strategic board that is responsible for ensuring all children and young people in Devon thrive and achieve positive outcomes, through the right support in the right place at the right time.
The role of the board includes holding the local area partnership accountable for the delivery of the SEND Transformation programme and linked improvement work, as well as agreeing additional improvement work identified to address challenges across the system. SEND Strategic Partnership Board members
The SEND Strategic Partnership Board is chaired by an independent Chair.
The board is made up of representatives from:
- Devon County Council strategic leadership
- Integrated Care Board strategic leadership and health partners, including Children and Families Health Devon
- Devon Schools leadership
- County Council members
- User voice, including Parent Carer Forum Devon and the Youth Participation team
- DfE and NHS England Advisors
SEND Transformation Programme Board
The SEND Transformation Programme Board is responsible for overseeing programme delivery against milestones and plans, managing risks and issues, and progress against key performance indicators and savings targets. It reports, and escalates issues, to the SEND Strategic Partnership Board.
Each of the four strands within the SEND Transformation Programme have their own project governance that report into, and escalate issues to, the SEND Transformation Programme Board.
As well as the main governance boards, the programme provides regular progress updates across the partnership. This includes Devon County Council Cabinet and Scrutiny Committees, senior leadership both directly and through the Strategic Change and Transformation Board, health leadership through the Integrated Care Board (ICB) and Health and Wellbeing Boards, and schools leadership through the Devon Education Forum.
In addition, Devon County Council and the ICB both have quality meetings, focused on the quality and performance of the wider Inclusion and Learning and Health services.
SEND Transformation Programme Board objectives
The SEND Transformation Programme board is co-chaired by Kellie Knott (Devon County Council Deputy and SEND Strategic Director) and Su Smart (ICB Director of Women and Children’s Improvement).
The board will be focusing on four strands:
- Investing in Devon schools by getting the basics right
- Improving the experience for children, young people, their families and partners
- Reshaping our services to support vulnerable children in education
- Building Inclusive Learning Communities
