Carly Trego

Contracts and Business Relations Manager

Quality Contract Management Team

I have worked within the health and social care sector for over 27 years across both the private and public sectors, gaining extensive experience in service provision, social work, quality assurance, contract management, provider engagement, and market oversight.

As Contracts and Business Relations Manager within Devon County Council’s Quality Contract Management Team, I am part of a dedicated team that works across the Devon footprint, supporting and monitoring a diverse range of adult social care services, including care homes, personal care, supported living, extra care housing, Shared Lives, enabling services, and day opportunities.

Our team plays a key role in supporting the social care market through contract management, contract compliance, quality assurance, market oversight, and the management of quality concerns. We work collaboratively with providers and stakeholders to promote high-quality, safe, and sustainable services for the people of Devon.

I am passionate about building positive relationships, supporting continuous improvement, and helping services deliver the best possible outcomes for the people we serve.


Jody Hooker

Senior Contract Officer

I’m a Senior Contract Officer with over 20 years’ experience working across Adult Health and Social Care in Devon.

Over the years, I’ve worked in a variety of operational and contract management roles, including more than a decade in management positions. My role brings me into contact with providers from across the care sector, including residential and nursing homes, domiciliary care agencies and supported living services.

No two days are the same! I support providers and colleagues to navigate a wide range of challenges, from contractual and quality matters to financial sustainability concerns, service pressures and, occasionally, provider closures. My focus is always on finding practical, collaborative solutions that help services continue to deliver safe, effective and person-centred care.

I work closely with providers, operational teams, commissioners, regulators and partner agencies to resolve issues before they escalate, strengthen relationships and improve outcomes for the people who rely on services across Devon.

Currently, as a Senior Contract Officer, I also provide support and guidance to a fantastic team of Contract Officers, helping them tackle everything from contract queries and performance issues to complex provider concerns.

Quality Assurance and Improvement Officer

About me
I have 15 years experience as a Social Worker in a variety of settings. I am passionate about person Centred Practice and have a strong interest in Mental Capacity.

How I support providers
I simply support Care Providers to be the best they can be. This might be to simply clarify a procedure/process or to support a detailed Service Improvement Plan.

Areas I work with
I work across the County but predominately with Care Providers in West Devon.

Maria MacAllister  

Quality Assurance & Improvement Officer

I am a Quality Assurance and Improvement Officer covering the eastern area of the county,

I work with providers across all the markets to support with all aspects of Quality Assurance and Service improvement.

I enjoy working collaboratively with Providers, Registered Managers, and other professionals to ensure services have access to the support they need to deliver the best possible care and support.

April has worked in for Adult Social Care for over 25 years and has experience of working across Care Homes and Domiciliary services in both the private and public sector.

April is one of Devon County Council’s Well-being Supporters.


Kathryn Gilbert

Contracts and Business Relations Officer (Adult Social Care)

I am a Contracts and Business Relations Officer within Devon County Council’s Adult Social Care Quality and Contract Management Team. I work primarily with residential and nursing care home providers across Devon, supporting positive relationships between providers and the Council and helping to ensure people receive safe, high-quality care and support.

I have worked in health and social care for over 20 years across the voluntary, statutory and public sectors, with experience spanning operational services, recruitment, project management, commissioning support and contract management. Prior to moving into social care, I worked in the private sector in finance, giving me a strong understanding of the commercial, contractual and business challenges faced by organisations.

My role includes provider engagement, contract management, due diligence, service mobilisation, governance and provider assurance. I work closely with providers and colleagues across Devon County Council to support service quality, address challenges and help ensure that care services remain safe, sustainable and person-centred.

I believe the best outcomes are achieved through open communication, mutual respect and collaborative working, and I value the positive relationships we build with providers across Devon to support people who draw on care and support.

Area and Market Coverage

I mostly work across South and West Devon and primarily support the residential and nursing care home market.

Contracts and Business Relations Officer

About Me

I am a Contracts and Business Relations Officer within the Quality & Contract Management Team, supporting the delivery of adult social care services across Devon. I joined Devon County Council’s Adult Social Care Service in 2004 and have worked across a variety of Care Management Teams, primarily as a Social Care Assessor. My experience has given me a strong understanding of person-centred care, supporting people to live independently and safely within their local communities.

How I Support Providers

I work closely with providers to support the delivery of safe, effective, and high-quality care services. My role includes contract management and compliance monitoring, providing guidance on contractual matters, and building collaborative relationships to help services overcome challenges and deliver the best possible outcomes for individuals.

My main focus area is Supported Living and Enabling Services across Devon.

About me
I am a Contracts and Business Relations Officer within the Quality & Contract Management Team, supporting the commissioning and delivery of adult social care services across Devon. My role focuses on building positive relationships with providers, ensuring contractual compliance, and helping services deliver high-quality support for people who use care services.

How I support providers
I work closely with providers on contract management, service viability, service developments, contract queries, and compliance matters. I also support providers through service reviews, business continuity issues, operational challenges, and changes that may impact service delivery.

Areas I work with
My main area of work is Supported Living and Enabling Services, where I work closely with providers across Devon. I also support a wider range of adult social care services, including personal care, residential care, and out-of-county placements, helping providers navigate contractual, operational, and service-related matters.

About me

I am a Contracts and Business Relations Officer within Devon County Council’s Quality & Contract Management Team. I work with adult social care providers across Devon to build positive working relationships, support high-quality care, and help services navigate the contractual and operational challenges they face. My role is very much about working collaboratively with providers while ensuring people who use services receive safe, effective, and person-centred care.

How I support providers

I support providers with a wide range of contractual, quality and performance matters. This includes contract management, regulatory concerns, provider engagement and helping to resolve issues before they escalate. I work closely with providers, operational colleagues, and partner agencies to find practical solutions and ensure services can continue to deliver positive outcomes for the people they support.

Areas I work with

I work across Devon with providers delivering residential care, nursing care and other adult social care services. I have a particular interest in provider relationships, contract compliance, market sustainability and supporting services through periods of change or challenge.

Ali Snell

Contracts and Business Relations Officer (Adult Social Care)

About Me

I am a Contracts and Business Relations Officer within the Quality & Contract Management Team, supporting the commissioning and delivery of Adult Social Care services across Devon. I have worked for Devon County Council’s Adult Social Care function for 17 years and have worked across a several of teams within Arranging Support, prior to this I worked for the private sector for many years within a global information and publishing company, then running my own business and then working in variety of creative, sales, physical wellbeing, coaching and IT roles. My experience has given me a strong understanding of people, engagement, managing large projects and finances and not least, supporting people to live independently, happily and safely within Devon.

How I Support Providers

My role involves provider engagement, contract management, due diligence, service mobilisation, governance and provider assurance as well as collaborations with Devon Partnership Trust, the ICB and internal DCC Teams within Commissioning, Finance, Brokerage and Care Management to maintain service quality, address challenges and help ensure that care services remain safe, sustainable and person-centred.

Areas I Work With

My main focus areas are Day Services across the county and domiciliary care service in North, South and West Devon.

Quality & Contract Management Support Officer

My role is to support the team across the Quality, Contracts and Business Relations functions. I will often be the first point of contact for any enquiries via our mailbox and am privileged to support our team to work alongside local care providers ensuring the provision of effective, high-quality care to our local communities.
