Crisis and Resilience Fund

The Crisis and Resilience Fund (CRF) provides financial support to low-income households who are struggling to pay for essential living costs. 

The fund is designed to help people facing an unexpected financial crisis or sudden change in circumstances. It can also provide support to help people become more financially resilient in the future. 

The scheme is funded by the Department for Work and Pensions and is delivered locally through Devon’s district and city councils.

Could the CRF help me? 

You may be able to get support if you’re on a low income and experiencing financial difficulties, such as: 

  • a sudden loss or reduction in income 
  • an unexpected essential expense 
  • difficulty paying for household essentials 
  • financial hardship caused by a change in your circumstances 

You do not necessarily need to be receiving benefits to qualify for support. 

If you receive benefits, they will not normally be affected if you receive a payment from the CRF.

Help with rent and housing costs

CRF Housing Payments, previously known as Discretionary Housing Payments, can provide short-term help if you’re struggling to pay your rent because your Housing Benefit or Universal Credit housing costs do not cover the full amount.

You may be able to get support if you’re experiencing severe financial hardship or your tenancy is at risk.

These payments are managed by district councils and funding is limited, so support will depend on your circumstances and the funding available.

Heating oil support

If you’re on a low income and struggling with the cost of heating oil, you may be able to get help through the Crisis and Resilience Fund.

Heating oil support is managed by district councils. Not all homes heated by oil will be eligible, and support will depend on your circumstances.

Millie,

a council tenant, with two children was avoiding using hot water due to concerns about affording oil. She was managing on a very tight budget, determined to avoid debt, and relied on her car to get to work. She received £400 support and information about the Crisis Fund for future emergencies, such as heating costs or essential car repairs as she had no additional income available.

awaiting spinal surgery was awarded support for a bed. He had been sleeping on a futon mattress on the floor because he could not afford a replacement, and his health condition meant he was unable to manage with his existing sleeping arrangements.
