Hope, confidence, and a brighter future: How Petroc College H2O programme is changing lives for SEND learners

For many parents of children with special educational needs and disabilities (SEND), the journey through education can feel isolating and uncertain. But a unique programme at Petroc College is offering a new path—one built on trust, flexibility, and truly personalised support.

The H2O Programme (Home to Onsite) is designed for young people with Education, Health and Care Plans (EHCPs) who may have been out of education for extended periods due to anxiety, trauma, or other barriers. It begins with gentle, supportive outreach at home and gradually builds toward full participation in college life.

One parent shared how the programme transformed her daughter Khloe’s life.

Once isolated and struggling with severe anxiety, Khloe was supported through creative projects, one-to-one mentoring, and small, manageable steps.

She’s now thriving—having passed key qualifications, completed a work placement, and even become a mentor to others.

“Nothing has ever met her needs—until now,” said Khloe’s mum.

The results speak for themselves:

  • 84% of learners continued in education, employment, or training in 2023/24
  • 97% have applied for progression in 2024/25
  • The programme is expanding, with 128 placements planned for 2025/26

H2O doesn’t just focus on academics. It nurtures confidence, independence, and social connection through activities like cooking, creative arts, outdoor learning, and even Minecraft. Every learner’s journey is different—and that’s exactly the point.

“H2O has helped me massively… I can now see a brighter future,” said one student.

With growing interest from schools across Devon and exciting developments ahead, including sensory spaces, therapy dogs, and a dedicated H2O Café, the hope is that the H2O approach will be adopted by other schools and colleges across the county.

Councillor Denise Bickley, Devon County Council’s Cabinet Member with responsibility for services that support children and young people with SEND, said:  

“I am really impressed with Petroc College’s H2O programme. It’s a programme that demonstrates to me just how important relationships are, and how a personalised and tailored approach to learning can benefit pupils enormously. There are many reasons why some pupils fall out of education, but it’s important that schools and colleges take time to build relationships and support those young people as best they can. It’s a delight to hear of Khloe’s story, and I wish her every success in the future.”
