
Devon County Council is taking further steps to support foster carers, outlined in a progress report presented to the Children’s Scrutiny Committee.
The report describes the Council’s response to recommendations made by the Fostering Task Group, with a focus on improving communication, recognition, and practical support for carers across the county.
Among the key developments is the creation of a new Foster Carer Portal, designed to streamline access to information and resources.
This forms part of a wider digital transformation programme, which also includes improvements to the payments and expenses system. These changes are expected to be rolled out over the next 12 months.
The Council has also committed to reinstating an annual celebration event to recognise the invaluable contribution of foster carers.
Plans are underway for a festival-style gathering in 2026, co-designed with carers to ensure it reflects their experiences and achievements.
In response to feedback, the Council has discontinued the use of Egress, a secure email platform that was found to be cumbersome for carers.
While some recommendations of the Fostering Task Group, such as providing devices, were not adopted, the majority have been fully or partially accepted.
These include continued support for the Mockingbird programme, improved working practices, and better use of tools to support care planning and matching.

The Council will continue to consult with foster carers as it builds a more responsive, inclusive, and effective fostering service.
