The Crisis and Resilience Fund (CRF) is a new local welfare provision scheme designed to replace the short-term Household Support Fund. Its purpose is to move beyond emergency crisis payments and focus on building financial resilience and capability for households.
The CRF is a multi-million-pound, three-year programme launching in April 2026 which aims to support households in financial crisis while providing wraparound services to help them achieve sustainable financial stability. This includes elements such as:
- crisis support for immediate needs
- wraparound support to prevent repeat crises
- housing support, managed by district councils
- development of a community advice network so ‘no wrong door’ exists for those seeking help
The Work, Skills, and Sector Development (WSSD) scheme forms part of the Crisis Resilience Fund and is a targeted economic and employment support programme within the CRF, focused on helping individuals overcome barriers to work and skills development.
It is designed to support individuals in specific areas of Devon who are experiencing financial hardship that prevents them from progressing into training or employment.
The central aim is to enable access to training, skills development, and employment opportunities by removing immediate financial obstacles.
Devon County Council (DCC) has been allocated funding from the Department for Work and Pensions (DWP) to support households in Devon who are struggling with the cost of living. Some of this funding is available through an application process which is run through district council’s local welfare provision service.

What information are we processing?
DCC will collect personal data about you from the DWP to help administer the Crisis and Resilience Fund.
This information will include:
- full name
- address
- telephone number
- email address
- National insurance number
- date of birth
- household composition
- income and savings information.
- benefits qualifications and eligibility status
Some other relevant information may be needed to process your application (where applicable), for example, your energy provider or landlord’s details.
In relation to the WSSD, DCC will receive information such as your name, address and contact information from partner councils such as town and district councils whom you approach for support under this scheme.
Purpose of collecting or processing your personal data
DCC has been allocated funding from the Department for Work and Pensions to support households in Devon struggling with the cost of living. Some of this funding is available through an application process which is run through the council’s local welfare provision service and is the reason for this privacy notice.
Regarding the WSSD, the purpose of DCC processing personal data is to ensure the appropriate and proper allocation of funds to partner councils to support those who are eligible for support under this scheme.
The legal basis for us collecting your personal data
The legal gateway for sharing information to establish eligibility for emergency support is Regulation 5(1)(a)(iii) of the Social Security (Information-sharing in relation to Welfare Services etc.) Regulations 2012 made under Section 131(1) of the Welfare Reform Act 2012.
The lawful authority for processing personal data for administration of the Crisis and Resilience Fund is provided for under Article 6(1)(e) of the UK General Data Protection Regulation.
Personal data that is collected for any of the purposes outlined in this notice (including the direct marketing of the Crisis and Resilience Fund offer) is never used for other direct marketing purposes and is not sold on to any other third parties.
Recipients or categories of recipients that we may share your personal data with
We will share some of your information with partner organisations, including:
District councils in Devon who are administering the Crisis and Resilience Fund locally.
Other third party organisations with funding to provide support to households struggling with the cost of living. This will only be shared with your consent.
We will not normally share your information with organisations other than our partner organisations without your consent.
However, there may be certain circumstances where we would share without consent, such as where we are required to do so by law, to safeguard public safety, and in risk of harm or emergency situations.
We will only share the minimum information for the purpose, on a need to know basis and with appropriate individuals.
No personal data will be shared by DCC as part of the WSSD scheme, though aggregated statistical information may be shared with the DWP for reporting purposes.
International transfers
Devon County Council does not intend to transfer your personal data to countries where UK data protection laws do not apply.
How long will we hold your personal data?
DCC will retain personal data processed for any of the purposes outlined in this privacy notice for six years from the date that targeted support has been provided if the data is used for this purpose.
Any data that is shared with district councils in Devon will be retained for three months after it is shared and will ten be securely destroyed.
Your data protection rights
