Last year we launched our ‘Ordinarily Available Inclusive Provision’ (OAIP) Framework. It describes the sort of support and simple adjustments that all Devon schools, early years, and post-16 settings should be able to provide to remove the barriers that make learning harder for some children and young people, including those with Special Educational Needs and Disabilities (SEND).
It was introduced to promote a consistent approach across all settings that supports all children and young people to attend, engage and thrive alongside their peers. Making ordinarily available inclusive education available to all children and young people will mean that fewer will require additional targeted support. Where ordinarily available inclusive education alone is not meeting the child or young person’s needs, they will require support that is ‘additional to and different from’. This is known as ordinarily available targeted support.
Devon’s Ordinarily Available Targeted Support Framework supports schools to put in effective support, as part of their graduated approach. It is structured around the four areas of need in the SEND Code of Practice and is designed to support staff to consider and identify the needs and barriers to learning a child and young person may have and plan and deliver effective support, within their own resources. This could include more frequent and deliberately planned use of OAIP strategies, the use of additional resources or equipment, targeted intervention either in the classroom or as an additional activity or some extra time with an adult.
Many children and young people who require targeted support will have an identified special educational need (SEN), however, not all children with an additional need will require targeted support. Some may have their needs met through OAIP. Some children may require some targeted support for a short period of time, but will not have an identified SEN and, once they have responded well to the support or intervention, will once again have their needs met through OAIP.
We’re working with schools to implement this framework and use it to reflect on and strengthen the support and provision they can provide for children and young people through their graduated approach.
