Where are the cameras located ?
Cameras are mainly located at key junctions in Exeter, Newton Abbot and Barnstaple. Signage is clearly displayed to inform individuals of CCTV use. CCTV locations.
What information are the cameras processing?
Our CCTV systems may capture the following personal data:
- Static and moving images of individuals
- Vehicles both motorised and non-motorised
- Vehicle registration numbers
- Date, time, and location of recordings
Purpose of collecting or processing your personal data
The purpose of the CCTV system is to:
- assist and support traffic management.
- support the network management duty and ensure the expeditious movement of traffic
- help make the area safe for those people who live, work, visit and trade in it.
- help to prevent, detect and reduce crime and disorder in the area.
- reduce the fear of crime and provide reassurance to the public.
- assist in crime prevention, countering terrorism, helping to identify/ apprehend/prosecute offenders and to provide the police and the council with evidence to take criminal and civil action in the courts.
- assist the local authority in its enforcement and regulatory functions within Devon.
The legal basis for us collecting your personal data
We process CCTV footage under the following lawful bases:
- Article 6(1)(e) UK GDPR: for the purposes of performing a public task.
Where special category data is incidentally captured, we rely on:
- Substantial public interest (Article 9(2)(g)): for the prevention or detection of unlawful acts
- Personal data that is collected for any of the purposes outlined in this notice is never used for direct marketing purposes and is not sold on to any other third parties.
Recipients or categories of recipients that we may share your personal data with
CCTV footage may be shared with:
- Law enforcement agencies
- Legal representatives
- Insurers
- Other third parties where legally required or permitted
If we feel that it is necessary to share your personal data with professionals to ensure you or someone is safeguarded from harm, we rely upon the provisions of the Safeguarding Vulnerable Groups Act 2006 and Children Act 1989 & 2004.
Where it is necessary to share medical or social care information for these purposes, we rely upon article 9(2)(h) of the General Data Protection Regulation (information necessary for medical diagnosis, the provision of health or social care or treatment or the management of health or social care systems).
We may also need to share some personal data about you, so that we can support third party organisations to discharge their regulatory requirements. This includes organisations such as.
- The data protection regulator (the Information Commissioner’s Office)
- The Care Quality Commission
We may also share information to enable us to comply with court orders and other legal obligations. If this is necessary, we will only share the minimum amount of personal data needed for this purpose.
International transfers
The data will not be subject to international transfer.
How long will we hold your personal data?
DCC will only retain CCTV footage for 30 days, unless required for ongoing investigation, legal or civil proceedings.

Under Data Protection Legislation, you have the right to obtain a copy of their personal records held by us, this is called a Subject Access Request (SAR).
