Heavitree and Whipton (Exeter) local streets

Background

Devon County Council and Exeter City Council want to support Heavitree, Whipton and Newtown to become greener, healthier and more attractive places to live. We want residents to give us their views on their local streets and tell us what they feel works well and what could be improved.

During the recent COVID-19 lockdown, streets were quieter, and more people were walking and cycling. We want people to continue feeling confident about walking and cycling and we want your views on how to do this.

Some temporary changes have already been made, with ‘pop up’ solutions to help create a number of quieter streets, providing safer spaces for people to walk or cycle, while maintaining vehicle access to residential properties.

These ‘pop up’ solutions were delivered against tight timescales set by central government, with little time for consultation with residents.

During the trials, a lot of feedback has been received from residents in support or against the pop up trials. At the County Council’s October committee meeting, decisions were made to make permanent or remove pop up trials in Heavitree and Whipton.

A permanent point closure to vehicles on Homefield Road and the alleyway between Ladysmith Road and Homefield Road were agreed, as well as making contraflow cycling on Park Place permanent to allow two-way cycling.

The point closure on Vaughan Road was removed following negative public feedback.

One pop up trial, the point closure on Chard Road has remained in place.

We want to find out from you, the people who know the area best, what your views are on the pop up trial in Chard Road and what other road space improvements could be made in Heavitree and Whipton.

The online consultation will be carried out in two phases:

Phase 1  – 16 November until 18 December

An online “poll” which asks questions on walking, cycling, traffic, public transport and places to be active – you can choose which issues you would like to comment on. You can also provide your opinion on the temporary pop up measure in Chard Road.

Phase 2 – Spring 2021

The feedback from phase 1 will inform a set of proposals looking at issues raised and potential solutions. This phase may include further pop up trials so that we can monitor their impact, gather local opinion and assess whether to make any changes permanent. We expect this phase to take place in spring 2021

Please note phase 1 of the consultation will close on Friday 18 December.

The best way to take part in the consultation is via the website on your smartphone or other digital device, but we can make paper copies available to those who don’t have access to the internet.
