Introduction

The national wraparound childcare programme is part of the childcare reforms announced at the 2023 Spring Budget. The government’s ambition is that by 2026, all parents and carers of primary school-aged children who need it will be able to access term time childcare in their local area from 8am to 6pm, so that parents can access employment and improve labour market participation.  Visit:  Wraparound childcare guidance for schools – GOV.UK

You can only complete this application if:

  • you have already spoken to your Early Years & Childcare Advisor
  • you have registered with Ofsted or have a school Unique Reference Number (URN), or are in the process of applying
  • Please do not complete this form if these do not apply to you

Applications will be reviewed on a weekly basis.
We plan to send a response within 14-21 working days from receipt of the application.
While maximising the availability of provision in general, the local authority will consider quality and safety factors when choosing to fund a childcare provider.

The following organisations are invited to apply:

  • Schools, (including special schools) and academies
  • Private, voluntary, and independent providers and childminders who are working closely with schools
  • New providers – evidence of suitable experience/registration will be required

There are 3 types of wraparound childcare expansion

  • Creating places – where there is currently no provision
  • Extending hours or provision– where you already have some childcare but it does not meet the 8am to 6pm expectation.  For example, your ASC only runs till 5pm, and you would be expanding the provision until 6pm, or you already deliver a breakfast club, and you want to develop an after-school club (or vice -versa)
  • Expanding places – you already offer wraparound and want to expand capacity. For example, you offer 16 places but want to expand to 24 places.  Funding can be allocated for the additional places created providing you can show a demand for the increase in numbers
  • You can apply for small grants of £100 per additional place created for either Breakfast or After school club, or both (£200 per place if you do both before and after school), depending on the number of additional spaces you are creating and the need in the area.   For example if you expanded by 10 new places per day for Breakfast and After School care you could receive £2000

Applications will be prioritised by the following criteria

  • Areas where there is currently no wraparound provision linked to the school
  • Areas where the current provision is not meeting the 8am to 6pm definition
  • If you already have existing childcare we CANNOT fund new provision, we can only fund increasing hours to meet the 8am to 6pm criteria (or 5.30pm if there is evidence care is not required until 6pm).  If the current provision is struggling either for quality or finances, we can offer Sustainability funding and business support to help your provision become viable. If you are applying for grant funding for developing and/or extending provision on more than one site, you will need to complete separate applications. 

If you are planning to provide wraparound provision at one site, but to cater for more than one school, you will need to make this clear in your single application form.

For parents to change their work, or training patterns there needs to be reliable childcare available.  We are working on an “over supply” of places. By providing the funding we can reduce the financial risk for schools to deliver childcare. 

Applications where funding would be unlikely

  • Applications will not be accepted in areas where there is already 8am to 6pm provision, unless exceptional circumstance apply, e.g., the provision is oversubscribed or there are SEND needs that are not able to be met and there is clear evidence that places are required. These will be reviewed on a case-by-case basis
  • We cannot accept applications from providers who are not registered with Ofsted.  We will however consider those who are in the  process of registration with Ofsted.
  • We no longer have any capital funding.  Will the lack of capital funding impact your application?

Funding will be provided to cover each half hour that you will be expanding, for example, If you currently offer an after-school club until 5.30pm and you are expanding until 6pm, thirty mins of funding per day,  can be provided. (Note if you are only expanding by fifteen minutes daily you will be funded for thirty minutes).

27. What qualifications do you expect your staff to have? (there will need to be a first aid qualified staff member on duty at all times. Food hygiene is advisable.  Playwork qualifications are preferable for working in a childcare provision.) 

28. Safeguarding:  What are your safeguarding and lone working policies and procedures, and how will these be applied to the wraparound childcare?  Have you risk assessed the wraparound childcare as an addition to the schools activities?

Section 3: outcomes and finance

Please read the guidance before completing this section.

How do you plan to manage your wrapround?  What activities will you provide, food etc?  Describe the space you will be using?  How will you manage and allocate the staffing?

  • Resources (defined as items which have an expected shelf life of more than 1 year, e.g., furniture, games, play equipment etc) 
  • Recruitment and marketing 

Maximum award £1350.

Expansion Grant: For existing settings who are expanding hours (funding could cover):

  • Consumables (defined as items which will not last for more than 1 year, e.g., paper, craft supplies, food, etc)
  • Resources (defined as items which have an expected shelf life of more than 1 year, e.g., furniture, games, play equipment etc) 

Maximum award £1000.

Please outline in DETAIL what you would spend this part of the grant on.   If you are not applying for the start-up grants, please enter NIL.

34. Revenue costs 
Please provide us with some detail as to your estimated costs to deliver an increase in places or extended hours for the first year of operation. This should be your delivery costs and should not include any capital expenditure (please note financial forecasting will be requested as part of a formal monitoring).

Will you be requiring transport? The cost of the transport should be included in the fees parents pay.

Please provide the voice of the child – why would children want to be in your setting? (other than just because parents need the service).  What can you offer that will encourage children to attend? (the difference between being sustainable or not, can be children wanting to attend as its fun, rather than when they have to attend).
