Free School Meal Categories<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">There will be two categories of free school meals: &#8211;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Targeted FSM (TFSM)<\/strong> &#8211; continues to be based on the existing threshold, covering pupils who are in households in receipt of universal credit with an annual household income of no more than \u00a37,400. This refers to the original cohort of pupils eligible for benefits related FSM.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Only pupils eligible for Targeted FSM will count towards the FSM6 cohort (pupils who are, or have been, recorded as eligible for FSM at any point in the last 6 years). The FSM6 cohort is used for accountability, Pupil Premium funding and deprivation funding in the national funding formula (NFF).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pupils eligible for target FSM will also determine eligibility for Home to School Transport (HTST) and will also count towards the Holiday Activities and Food (HAF) programme.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Expanded FSM (EFSM)<\/strong> &#8211; covers pupils who do not qualify for \u201ctargeted FSM\u201d, but who are in households in receipt of universal credit. This cohort of pupils will be eligible for meals only, and so will not attract disadvantage funding or be counted towards the FSM6 cohort for accountability purposes. <\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Note;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>&nbsp;Pupils who previously qualified for FSM prior to the autumn 2026 term and are re-confirmed as eligible under the targeted category will keep their original FSM start date.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>&nbsp;Pupils whose eligibility changes from the targeted category to the expanded category will have their targeted FSM period closed with an end date, followed by a new FSM period recorded under the expanded category.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity is-style-wide\" \/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>2. Last date Free School Meal eligibility was verified<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">As the government intends to end the transitional protections that were in place during the rollout of universal credit it will now be compulsory to recheck eligibility for all pupils annually, and a new \u201clast verified\u201d date will be included in the census.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the 2026-27 academic year, all pupils need to have been rechecked on or after 1 June 2026*. Without a valid verification date, pupils will not be counted as eligible, which will result in a loss of funding for schools.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">* Please note the DfE advise that these dates are subject to change and will be confirmed in due course.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A new FSM Eligibility Checking Service is being rolled out which indicates a pupil\u2019s FSM category&nbsp;, targeted FSM or expanded FSM. Devon County Council will be rechecking all pupils known to be eligible for FSM. Schools\u2019 FSM lists at the start of term, available to download via the provider portal, will hold the claim type (targeted or expanded).<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity is-style-wide\" \/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>3. Kinship Care<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">This new indicator records, for those children on roll on autumn census day only, whether they have been identified as living in Kinship Care.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Kinship care is defined as:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Section 22I of the Children\u2019s Wellbeing and School\u2019s Bill (n.b. this Bill has not yet received Royal Ascent) says a child lives in kinship care if \u2013&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(a) the child lives with a relative, friend or other person connected with the child for all or part of the time, and<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(b) the child lives with that person for all of the time, or for more time than the child lives with a parent, and they provide all of the care and support provided for the child, or more of that care and support than is provided for the child by a parent, or<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(c) the child lives with two or more people mentioned in part (a) all or most of the time (whether or not the child lives with those people at the same time), and those people, taken together, provide all or most of the care and support provided for the child.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Kinship carers do not include:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">a) a parent of the child,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">b) a local authority foster parent who had no connection with the child prior to the child being placed with them, or<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">c) a person caring for the child in a professional capacity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are different types of kinship arrangements. These include:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">a) Formal arrangements: these are where the carer has been granted a legal order for the care of the child, such as a Special Guardianship (SGO) or Child Arrangement Order (CAO), or where they have become kinship foster carers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">b) Informal arrangements: page 7 of the Kinship care statutory guidance defines informal arrangements as follows:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Informal arrangements are when a close family member or friend look after a child for a temporary or permanent amount of time. This arrangement is agreed privately with the parents and parental responsibility for the child remains with the parents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">a. Informal kinship care arrangements (not approved foster care) including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>a private family arrangement in which a close family member who does not hold parental responsibility, raises the child and \u2022 The local authority has had no major role in making the arrangement for the child; and \u2022 Where a Family Court has not made an order in respect to the care of the child.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>where a child under the age of 16 is being provided with accommodation for less than 28 days by an individual in their own home who is not a close relative<\/li>\n\n\n\n<li>where a 16 or 17 year old is being provided with accommodation by an individual who is not a close relative in their own home.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Schools will be able to record the position on census day using the following options:<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><thead><tr><th scope=\"col\">Kinship Care Indicator<\/th><\/tr><\/thead><tbody><tr><td>Not declared (default)<\/td><\/tr><tr><td>Kinship identified (formal arrangement)<\/td><\/tr><tr><td>Kinship identified (informal arrangement)<\/td><\/tr><tr><td>Kinship identified (unknown under what arrangement)<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity is-style-wide\" \/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>4. Breakfast Clubs<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">From the autumn 2026 term onwards, schools participating in the government\u2019s free breakfast clubs and receiving funding in exchange for meeting the minimum requirements of the programme (as set out at <a href=\"https:\/\/www.gov.uk\/government\/publications\/free-breakfast-clubs-guidance-for-schools-and-trusts\" rel=\"noopener\">Free breakfast clubs: guidance for schools and trusts &#8211; GOV.UK<\/a>) must record attendance at free breakfast clubs for the following pupils daily;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>pupils with enrolment status C (current), M (dual main) or&nbsp; F (FE colleges) or O (other AP providers)<\/li>\n\n\n\n<li>pupils aged 4 to 10 years old as at 31 August (DOB between 01\/09\/21 and 31\/08\/16 &nbsp;inclusive) in Year Groups R to 6 or<\/li>\n\n\n\n<li>pupils aged 4 to 10 not following the national curriculum (NC Year Actual equals \u2018X\u2019 AND pupil born between 01\/09\/21 and 31\/08\/16 inclusive)<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><a id=\"_msocom_1\"><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From the spring 2027 school census onwards, the DfE will collect this attendance data for pupils who attended at least one session during the specified collection period. This includes pupils who may have left the school before census day.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Please note: Attendance at breakfast clubs operating outside of the government\u2019s free breakfast club programme (e.g., parent paid breakfast clubs or clubs funded through other organisations) should NOT be recorded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Through the Children\u2019s Wellbeing and Schools Bill, all state-funded schools with primary aged pupils will be required to offer a free breakfast club. The programme is currently being rolled out to schools in scope of the duty. Schools not participating in the programme \u2013 either because they are not yet eligible or have only secondary pupils on roll \u2013 should NOT record breakfast club attendance data.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The following information will be collected;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>breakfast club possible sessions <\/strong>&#8211; the number of possible breakfast club sessions for each pupil. All pupils on the school roll for at least 1 session should have a number of possible breakfast club settings which is greater than zero.<\/li>\n\n\n\n<li><strong>breakfast club number of sessions &#8211; <\/strong>the number of breakfast club sessions attended for each pupil in the relevant period.<\/li>\n\n\n\n<li><strong>breakfast club attendance codes &#8211; <\/strong>the following options are available;<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table><thead><tr><th scope=\"col\"><strong>Breakfast Club Attendance Codes<\/strong><\/th><\/tr><\/thead><tbody><tr><td>The pupil has NOT attended the free breakfast club.<\/td><\/tr><tr><td>The pupil has attended the free breakfast club before the start of the compulsory school day.<\/td><\/tr><tr><td>Unable to attend the free breakfast club due to staff shortages \u2013 Fully Closed<\/td><\/tr><tr><td>Unable to attend the free breakfast club due to unsuitable space or premises \u2013 Fully Closed<\/td><\/tr><tr><td>Unable to attend the free breakfast club due to other reasons \u2013 Fully Closed<\/td><\/tr><tr><td>Unable to attend the free breakfast club due to staff shortages \u2013 Partial Closure<\/td><\/tr><tr><td>Unable to attend the free breakfast club due to unsuitable space or premises \u2013 Partial Closure<\/td><\/tr><tr><td>Unable to attend the free breakfast club due to other reasons \u2013 Partial Closure<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity is-style-wide\" \/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>5. Managed Moves<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">This new section introduces data collection on managed moves, which are permanent transfers arranged to reduce a pupil\u2019s risk of exclusion and\/or following a review of off-site direction. The DfE advise this data will improve transparency around pupil movement and provide insight into how managed moves are used.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For each managed move arranged during the collection period, schools must provide the following information;&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Managed Move start date<\/li>\n\n\n\n<li>Destination School URN \u2013 via <a href=\"https:\/\/get-information-schools.service.gov.uk\/Search?SelectedTab=Establishments\" rel=\"noopener\">DfE\u2019s Get Information About Schools website<\/a>.<\/li>\n\n\n\n<li>Reason for Managed Move &#8211; options are;<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table><thead><tr><th scope=\"col\"><strong>Managed Move Reasons<\/strong><\/th><\/tr><\/thead><tbody><tr><td>To reduce the risk of exclusion for a pupil who has not yet been excluded.<\/td><\/tr><tr><td>Following a period of exclusion and decision to transfer <\/td><\/tr><tr><td>Following review of an off-site direction placement<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">As managed moves are permanent transfers these data items will be for pupils no longer on roll only. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Further information on managed moves for the coming academic year is available via <a href=\"https:\/\/www.gov.uk\/government\/publications\/school-suspensions-and-permanent-exclusions\" rel=\"noopener\">School suspensions and permanent exclusions &#8211; GOV.UK<\/a>. If headteachers have any questions regarding pupils who are going through this process please liaise with your Inclusion Partner.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Current information suggests that;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>autumn census will collect managed moves which occurred between 1 Aug to 30 Sep 26,<\/li>\n\n\n\n<li>spring census will collect managed moves which occurred between 1 Oct 26 and 20 Jan 27,<\/li>\n\n\n\n<li>summer census will collect managed moves which occurred between 21 Jan and 19 May 27.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity is-style-wide\" \/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>6. Cancelled Exclusions \u2013 before governing body review meeting<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Any suspension or permanent exclusion can be cancelled before the governing body review meeting. The spring 27 census will capture the following information on cancelled exclusions (suspensions or permanent exclusions) which occurred during the autumn 26 term;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>reinstatement date \u2013 the date the pupil is reinstated back to the original school following the cancellation<\/li>\n\n\n\n<li>reason for the cancelled exclusion, options are;<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table><thead><tr><th scope=\"col\"><strong>Reason For cancellation<\/strong><\/th><\/tr><\/thead><tbody><tr><td>New evidence came to light<\/td><\/tr><tr><td>Managed move (permanent) agreed<\/td><\/tr><tr><td>Off-site direction to alternative setting (temporary)<\/td><\/tr><tr><td>Exceptional Circumstances<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Please note:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>If a permanent exclusion is cancelled, the original exclusion should be returned with the cancellation details, and a suspension record should be provided for the sessions missed. (this is in line with regulations in Sept 24 but will now be recorded in the school census)<\/li>\n\n\n\n<li>This information should be available in schools MI systems from autumn 2026 term so schools can start recording cancellations and reviews (see next section).<\/li>\n\n\n\n<li>The DfE advise that although cancelled exclusions are not collected until the spring census, schools should have been recording this information since autumn 24.<\/li>\n\n\n\n<li>For the autumn census, which collects spring and summer 26 exclusions, only \u2018upheld\u2019 permanent exclusions will be collected as normal.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><a id=\"_msocom_1\"><\/a><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity is-style-wide\" \/>\n\n\n\n<p class=\"wp-block-paragraph\"><a id=\"_msocom_2\"><\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>7. Suspension and Permanent Exclusion Reviews<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">This information should be available in school systems from autumn 2026 and will be collected for the first time in the spring school census 2027 for autumn term exclusions. Information will be collected which shows the outcome of the governing board review, lodgements with the IRP and any determinations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Exclusion review category<\/strong> &#8211; will record if the exclusion review has been conducted by the Governing Board or the Independent Review Panel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Exclusion Review Result<\/strong> &#8211; where a suspension or permanent exclusion is the subject of a review the result of the review needs to be recorded. The following result options are available depending on whether it was a governing body review or independent review panel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Exclusion review result &#8211; Governing Board Outcomes<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>After initial consideration governing board decided that pupil should not be reinstated and no request for an Independent Review Panel was made (pupil not offered reinstatement)<\/li>\n\n\n\n<li>The governing board has decided that the pupil should be reinstated, and the relevant person has not declined reinstatement, but the pupil has not yet resumed attendance at the school; (pupil offered reinstatement)<\/li>\n\n\n\n<li>The governing board has decided the pupil should be reinstated but the relevant person has declined reinstatement (pupil is not offered reinstatement);<\/li>\n\n\n\n<li>The governing board has decided that the pupil should not be reinstated, the time for an application for a review has not yet expired, and the relevant person has not yet given notice in writing that they do not intend to apply for a review; (pupil not offered reinstatement)<\/li>\n\n\n\n<li>Parents made representations where the governing board&nbsp;is required&nbsp;to&nbsp;consider reinstatement, (review ongoing)<\/li>\n\n\n\n<li>Pupil offered reinstatement after initial governing board (pupil offered reinstatement)<\/li>\n\n\n\n<li>Pupil not offered reinstatement after&nbsp;initial&nbsp;governing board, a request for an Independent Review Panel was made but not determined&nbsp;(pupil not offered reinstatement)<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Exclusion review result &#8211; Independent Review Panel Outcomes<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Where an IRP review has been lodged, record whether;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Withdrawn&nbsp;<\/li>\n\n\n\n<li>Independent review panel upheld governing board\u2019s initial decision that pupil should not be reinstated (pupil not offered reinstatement)<\/li>\n\n\n\n<li>Pupil offered reinstatement after independent review panel recommended governing board to reconsider reinstatement (pupil offered reinstatement)<\/li>\n\n\n\n<li>Pupil offered reinstatement after independent review panel directed governing board to reconsider reinstatement&nbsp;(pupil offered reinstatement)&nbsp;<\/li>\n\n\n\n<li>Pupil not offered reinstatement after independent review panel recommended governing board to reconsider reinstatement (pupil not offered reinstatement)<\/li>\n\n\n\n<li>Pupil not offered reinstatement after independent review panel directed governing board to reconsider reinstatement (pupil not offered reinstatement)<\/li>\n\n\n\n<li>Ongoing (no decision yet)&nbsp;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Following an IRP recommendation or direction, record whether:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Pupil was offered reinstatement<\/li>\n\n\n\n<li>Pupil was not offered reinstatement<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This will show the outcome of the governing board review, lodgements with the IRP and any determinations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a id=\"_msocom_1\"><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Reviews conducted by an Independent Review Panel must also record;<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Exclusion Appeal Date (Date of Independent Review Panel)<\/li>\n\n\n\n<li>Exclusion Reinstatement Date<\/li>\n\n\n\n<li>SEN expert Indicator \u2013 this shows whether a SEN expert has been requested for an exclusion review\u2019, options are Y or N<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Note:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the census will be capturing exclusion reviews schools will need to return all permanent exclusions including those that are still ongoing through the review process. Previously the census only collected exclusions once they had been upheld. The census will continue to collect exclusions for the previous two terms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, if a pupil was permanently excluded during the spring term, and the permanent exclusion review process was not completed prior to census day, then it is expected that this exclusion record will be returned in the summer census with an exclusion review result of \u2018ongoing\u2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Where a permanently excluded pupil is offered reinstatement following a governing board review, or, where an independent review panel directs or recommends that the governing board reconsiders their decision on reinstatement, a suspension record for the number of sessions missed through permanent exclusion before the pupil was reinstated should be recorded. The exclusion review result for the permanently excluded record will show as reinstatement.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity is-style-wide\" \/>\n\n\n\n<p class=\"wp-block-paragraph\"><a id=\"_msocom_1\"><\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>8.
