Changes to Carer and Health Worker Permits
In January 2020 the Council introduced the Care and Health Workers’ Parking Exemption Scheme which included some use of yellow lined restrictions on a trial basis. Devon County Council’s Cabinet approved that the costs for the trial scheme would be met by the authority and that a further consultation be undertaken during the trial to determine the demand and effectiveness of the scheme. That consultation exercise was undertaken by Devon County Council’s Care Commissioning Team with an online questionnaire published on Monday 7 September until Tuesday 6 October 2020.
Following feedback from 228 current users, the scheme is proving beneficial to the delivery of their services and is wanted. It is proposed we will simplify the scheme and allow up to three hours parking on the exempted restrictions (No Waiting, Limited Waiting, Pay & Display and Residents Parking) in Devon and to re-issue new improved quality time clocks to existing permit holders.
To amend the scheme the Council must make a change to the countywide traffic regulation order. The amended draft order is available below and the consultation ran from Monday 15 March until Monday 19 April 2021.
What Happens Next?
After the consultation has closed, the Council will consider all submissions before making the final decision.
We will write to everyone that has submitted comments and to all existing permit holders to update on the outcome of the consultation, and if approved, the date on which the order will come into effect, and the date from when the maximum limit of 3 hours will come into effect.
If approved, new time clocks will be sent out to the office address on file for service providers to log and distribute to their team members before the new limit starts. Further details about exemptions for care and health workers can be found at http://devon.cc/careworkerpermits
