However, it is not practical to salt\/grit approaches to every school.<\/p>\n<p>It is the schools&#8217; responsibility to ensure they are properly prepared for winter and we do not provide salt\/grit bags. Schools can purchase bags of salt from various commercial organisations such as builders merchants or from the current salt supply contract issued through Devon Procurement Services.<\/p>\n<p>The following criteria are used to determine which roads are salted:<\/p>\n<p><strong>Strategic routes<\/strong><br \/>\nAll A and B roads and C roads classified as high-speed routes.<\/p>\n<p><strong>Traffic flow<\/strong><br \/>\nRoutes with February two-way flows greater than 1000 vehicles per day.<\/p>\n<p><strong>Settlement population<\/strong><br \/>\nMain access route to settlements with a population of 500 or greater as provided by Devon County Council\u2019s Strategic Intelligence unit.<\/p>\n<p><strong>Emergency premises<\/strong><br \/>\nMain access route to 24hr emergency services premises, defined as \u201cEmergency premises with 24-hour access\u201d include: ambulance stations, full-time and retained fire stations, hospitals with 24-hour casualty departments and police stations manned 24 hours.<\/p>\n<p><strong>Cottage and community hospitals<\/strong><br \/>\nMain highway access route to strategic cottage and community hospitals as notified to the authority by Devon Primary Care Trust.<\/p>\n<p><strong>Secondary schools (including independent secondary schools)<\/strong><br \/>\nMain highway access to secondary schools.<\/p>\n<p><strong>Bus routes<\/strong><br \/>\nBus routes with a service interval of at least 15 minutes within any one hour of the day, in one direction of travel or where a combination of multiple bus services meet this criteria.<\/p>\n<p><strong>Airports<\/strong><br \/>\nMain highway access to regional airports.<\/p>\n<p><strong>Railway stations<\/strong><br \/>\nMain highway access to mainline and branch line railway stations.<\/p>\n<p><strong>Adjoining highway authority salting networks<\/strong><br \/>\nAgreement to ensure consistency of action across boundaries.<\/p>\n<p><strong>Park and Ride sites<\/strong><br \/>\nThe bus loop of Park and Ride sites.<\/p>\n<\/div><\/li><li class=\"accordion-item\" data-accordion-item=\"\"><a href=\"#\" class=\"accordion-title\">Do you treat water treatment plants?<\/a><div class=\"accordion-content\" data-tab-content>\r\n<p>Devon County Council will respond to requests for access to be cleared if South West Water request this.<\/p>\n<\/div><\/li><li class=\"accordion-item\" data-accordion-item=\"\"><a href=\"#\" class=\"accordion-title\">How many parishes have snow wardens?<\/a><div class=\"accordion-content\" data-tab-content>\r\n<p>More than 325 parishes have snow wardens. <a href=\"https:\/\/www.devon.gov.uk\/communities\/opportunities\/snow-warden-scheme\">Find out if your parish is one of them.<\/a><\/p>\n<\/div><\/li><li class=\"accordion-item\" data-accordion-item=\"\"><a href=\"#\" class=\"accordion-title\">Can I apply to have X road considered for the gritting route?<\/a><div class=\"accordion-content\" data-tab-content>\r\n<p>If you believe the road meets our criteria but is not currently gritted you can contact us at <a href=\"mailto:csc.roads@devon.gov.uk\">csc.roads@devon.gov.uk<\/a> with your case and it will be passed to the relevant people for consideration.<\/p>\n<\/div><\/li><li class=\"accordion-item\" data-accordion-item=\"\"><a href=\"#\" class=\"accordion-title\">Can I claim for damage from icy roads?<\/a><div class=\"accordion-content\" data-tab-content>\r\n<p>For a claim against Devon County Council to be successful it would have to show that loss or damage was caused as a result of our negligence. If loss or damage occurs due to situations beyond our control, such as severe weather conditions, this is not normally something we can be held responsible for. <a href=\"https:\/\/www.devon.gov.uk\/roads-and-transport\/highways-insurance-claims\/\">Read our claims guidance.<\/a><\/p>\n<\/div><\/li><li class=\"accordion-item\" data-accordion-item=\"\"><a href=\"#\" class=\"accordion-title\">Which roads do you salt\/grit?<\/a><div class=\"accordion-content\" data-tab-content>\r\n<p>The primary salting network is made up of the major routes where the majority of vehicle movements take place and also includes accesses to hospitals, ambulance stations, fire stations, other emergency service establishments, railway stations, airports and secondary schools. criteria are used to determine which roads are salted as part of the secondary network:<\/span><\/p>\n<p><strong>Settlement population<\/strong><br \/>\nMain access route to settlements with a population of 100 to 499.<\/p>\n<p><strong>Park and Ride sites<\/strong><br \/>\nCar parking area.<\/p>\n<p><strong>Bus routes<\/strong><br \/>\nWhere problems have been identified on routes with a service interval of at least 30 minutes within any one hour of the day, in one direction of travel, or where a combination of multiple bus services meet this criteria.<\/p>\n<p><strong>Main highway access route to Devon County Council l<\/strong><strong>evel 1 properties<br \/>\n<\/strong>Those council properties providing essential services which cannot be closed in severe weather &#8211; as defined during the swine flu pandemic emergency response.<\/p>\n<\/div><\/li><li class=\"accordion-item\" data-accordion-item=\"\"><a href=\"#\" class=\"accordion-title\">What happens in the event of a salt shortage or resource issue?<\/a><div class=\"accordion-content\" data-tab-content>\r\n<p>In the event of a salt shortage or other resource problem, a reduced salting network, referred to as the \u2018resilience network\u2019 (of just over 50% of the primary salting network) will be implemented to the following criteria:<\/p>\n<ul>\n<li>\u2018A\u2019 roads.<\/li>\n<li>Main access to 24-hour emergency premises.<\/li>\n<li>Main access to primary market and coastal towns.<\/li>\n<\/ul>\n<\/div><\/li><li class=\"accordion-item\" data-accordion-item=\"\"><a href=\"#\" class=\"accordion-title\">How do I know if my road or route to work is gritted?<\/a><div class=\"accordion-content\" data-tab-content>\r\n<p>The roads on the primary salting network can be found <a href=\"https:\/\/www.devon.gov.uk\/roads-and-transport\/report-a-problem\/map\/map_src\/gritbins\/\">on our grit bin map.<\/a><\/p>\n<\/div><\/li><li class=\"accordion-item\" data-accordion-item=\"\"><a href=\"#\" class=\"accordion-title\">Are you responsible for all roads in Devon?<\/a><div class=\"accordion-content\" data-tab-content>\r\n<p>No. Torbay Council and Plymouth City Council maintain the roads in their areas. The motorway and trunk roads (which includes the M5, A30, A303, A35 and A38) are maintained by National Highways. We are responsible for 13,000 km or 8,000 miles of road in Devon.<\/p>\n<\/div><\/li><li class=\"accordion-item\" data-accordion-item=\"\"><a href=\"#\" class=\"accordion-title\">Do you know where the gritters are and where they have been?<\/a><div class=\"accordion-content\" data-tab-content>\r\n<p>All of the gritters that are used for salting the network are fitted with GPS tracking devices so that we can see where they are at any time. The devices also record where and when the gritters passed along a route for record purposes.<\/p>\n<\/div><\/li><li class=\"accordion-item\" data-accordion-item=\"\"><a href=\"#\" class=\"accordion-title\">How long does it take to salt\/grit the roads?<\/a><div class=\"accordion-content\" data-tab-content>\r\n<p>The standard treatment time is 3hrs, although some routes are completed in a much shorter time.<\/p>\n<p>The gritter drivers are instructed to drive with due care and attention. The maximum speed when salting is 45 mph, conditions permitting.<\/p>\n<\/div><\/li><li class=\"accordion-item\" data-accordion-item=\"\"><a href=\"#\" class=\"accordion-title\">Do you salt\/grit cycleways or footways?<\/a><div class=\"accordion-content\" data-tab-content>\r\n<p>Busy footways such as\u00a0main shopping centres are treated on a reactive basis during periods of prolonged freezing (defined as snow or ice most of the day) within the resources available, once the primary salting network is clear.<\/p>\n<\/div><\/li><li class=\"accordion-item\" data-accordion-item=\"\"><a href=\"#\" class=\"accordion-title\">Why don\u2019t you salt\/grit my road?<\/a><div class=\"accordion-content\" data-tab-content>\r\n<p>Devon County Council maintains nearly 13,000 km or 8,000 miles of roads in the county.<\/p>\n<p>During a winter emergency situation it is not practicable or cost effective for the whole network to be pre-treated or cleared immediately. The length of road forming the primary salting network of 37 routes is 20% of the road network.<\/p>\n<\/div><\/li><li class=\"accordion-item\" data-accordion-item=\"\"><a href=\"#\" class=\"accordion-title\">How do you decide when to salt\/grit?<\/a><div class=\"accordion-content\" data-tab-content>\r\n<p>The forecaster, Meteo Group, issues a weather forecast, predicting road temperatures and when they are likely to reach freezing point. This forms the basis of the decision whether to salt\/grit or not, what time to salt\/grit and which parts of the route need to be treated.<\/p>\n<\/div><\/li><li class=\"accordion-item\" data-accordion-item=\"\"><a href=\"#\" class=\"accordion-title\">Do you use salt or grit or both?<\/a><div class=\"accordion-content\" data-tab-content>\r\n<p>Most authorities use pure salt to pre-treat the highway network to mitigate the formation of ice and snow, although traffic is needed to make it effective in snow<\/p>\n<p>In snow conditions grit is often added to the salt to aid traction. Pure salt is the most effect pre-treatment, grit is often added once snow has started to lay and compact.<\/p>\n<p>The term &#8216;gritter&#8217; is used generically but most of the time they are spreading salt. In Devon and some other authorities, brine is added to the salt as it leaves the vehicle in what is described as a &#8220;pre-wet&#8221; operation.
