The highway network includes roads, bridges, land adjacent to roads, pavements, signs, and lampposts. Any posters or structures seen on highway land will be removed. Posters on the highway distract attention away from road signs that are there for safety and other important reasons. In addition, they can remain for weeks or months after elections and become an eyesore. If road maintenance teams are spending time removing political posters, then they will have less time to undertake their vital work in maintaining the county\u2019s roads. If there are persistent problems the Council will consider ways of recovering the costs including billing the responsible election agent.<\/p>\n<\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\">Application details<\/h2>\n\n\n\n<p>To celebrate or advertise an event, your community may wish to put up banners or decorations over the highway (roads, pavements or verges). For example, you might wish to put up:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>banners<\/li>\n\n\n\n<li>seasonal decorations and lights<\/li>\n\n\n\n<li>bunting<\/li>\n\n\n\n<li>hanging baskets<\/li>\n<\/ul>\n\n\n\n<p>You must notify us of your intention to do so. We will review your request and contact you to either approve or reject it.<\/p>\n\n\n\n<p>We will support communities in their desire to improve local areas but any banners or decorations must be placed in a location that does not obstruct the travelling public. We are unable to suggest suitable locations.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Cost<\/h3>\n\n\n\n<p>A basic application costs \u00a3156, an application that involve multiple streets costs \u00a3228 and complex applications, that involves street lighting and the National Grid cost \u00a3272.50.<\/p>\n\n\n\n<p>If a site visit is required, as part of the application assessment, an additional \u00a3103.95 fee will apply.<\/p>\n\n\n\n<p>Please ensure that you apply for the correct licence as incorrect applications may be subject to an administrative fee. Refunds may be issued in line with our\u00a0<a href=\"https:\/\/www.devon.gov.uk\/roads-and-transport\/highways-traffic-management-refund-guidance\/\">refund guidance<\/a>.<\/p>\n\n\n\n<p>Any items considered to be unsafe, a nuisance, inappropriate, advertising commercial services, or in breach of our terms and conditions may be removed without notice. If removed they will need to be collected and will be subject to a release fees. Please see our <a href=\"https:\/\/www.devon.gov.uk\/roads-and-transport\/highways-licence-fees-2025-26-2\/\">fees and charges<\/a> for more information.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Timescales<\/h3>\n\n\n\n<p>A minimum of 20 days\u2019 notice is required.
