{"id":15424,"date":"2023-08-01T14:55:32","date_gmt":"2023-08-01T13:55:32","guid":{"rendered":"https:\/\/www.devon.gov.uk\/roadsandtransport\/?page_id=15424"},"modified":"2026-08-18T12:42:36","modified_gmt":"2026-08-18T11:42:36","slug":"residents-parking-permits-for-essential-visitors","status":"publish","type":"page","link":"https:\/\/www.devon.gov.uk\/roads-and-transport\/parking\/parking-permits\/residents-parking-permits-for-essential-visitors\/","title":{"rendered":"Residents&#8217; Visitor parking:"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">Essential Visitor Permits<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">An <strong>essential visitor permit<\/strong> is available for residents who rely on regular help from family, friends, or carers to continue living independently or for childcare. <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Cost: <strong>\u00a310 per permit<\/strong><\/li>\n\n\n\n<li>Issued to the <strong>resident<\/strong>, but used by visitors when providing support<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Who Can Apply<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This permit is typically for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Older residents needing some extra support to remain at home<\/li>\n\n\n\n<li>People with medical conditions or disabilities (with or without a Blue Badge)<\/li>\n\n\n\n<li>Parents who rely on family members for their <strong>childcare (children under 12)<\/strong> at their home whilst working<\/li>\n\n\n\n<li>Supporting round the clock care<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">How the Permit Works<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The permit is given to your visitor to display while they are at your home helping you<\/li>\n\n\n\n<li>It must be <strong>returned after each visit<\/strong> to the permit so it can be reused<\/li>\n\n\n\n<li>It should not be displayed permanently in a single vehicle.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">All applications will require supporting evidence to demonstrate eligibility for the permit and ongoing eligibility at the time of renewal. You will need to upload two evidence proofs with your application. Proofs should be dated within the last 6 months. Ideally, we\u2019re looking for:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Proof of Address<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">For example:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Current year Council Tax bill<\/li>\n\n\n\n<li>Tenancy agreement<\/li>\n\n\n\n<li>Utility bill ( issued in last 6 months)<\/li>\n\n\n\n<li>Bank or benefit statement (showing name and address only)<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Proof of Need<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">One of the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Letter from a GP or hospital<\/li>\n\n\n\n<li>Copy of a recently dated prescription<\/li>\n\n\n\n<li>Copy or photo of a Blue Badge<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>For childcare use:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Provide a document showing the child\u2019s <strong>date of birth<\/strong> (e.g. passport or birth certificate of the youngest child if you have more than one<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Important Information<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The permit <strong>cannot<\/strong> be used when children are taken to another address (e.g. a grandparent\u2019s home)<\/li>\n\n\n\n<li>A permit is <strong>not needed<\/strong> for simply dropping off or picking up passengers<\/li>\n\n\n\n<li>You must include a <strong>supporting statement<\/strong> explaining:\n<ul class=\"wp-block-list\">\n<li>How the permit will help you<\/li>\n\n\n\n<li>How often it will be used<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Applying on Someone\u2019s Behalf<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Family, friends, or support workers can apply for you, but:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The application must be in the <strong>resident\u2019s name<\/strong><\/li>\n\n\n\n<li>All documents must relate to the <strong>resident<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Getting Started<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Check if the resident already has a MiPermit account, log in and apply from their homepage<\/li>\n\n\n\n<li>If not, you can <strong>register as part of your application<\/strong>it.<\/li>\n\n\n\n<li>If you cannot apply online or are concerned about making payments online, there are other ways to apply. For those who without a MiPermit digital account your renewal letter will be sent by post.
