Tranche 4 is designed to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>create a local authority capital investment programme that optimises delivery of 2025 and 2030 objectives, as set out in the statutory Cycling and Walking Investment Strategy (CWIS 2):\n<ul class=\"wp-block-list\">\n<li>50% of short urban trips in England to be walked, wheeled or cycled by 2030<\/li>\n\n\n\n<li>Increase active travel from 41% in 2018 to 46% of short urban trips by 2025<\/li>\n\n\n\n<li>Increase walking to 365 stages per person per year by 2025<\/li>\n\n\n\n<li>Increase cycling from 0.8 billion stages in 2013 to 1.6 billion stages in 2025<\/li>\n\n\n\n<li>55% of primary school-aged children to walk to school by 2025<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>align investment with Gear Change and wider government objectives, including local growth and productivity, tackling public health issues, decarbonisation, levelling up and cost of living challenges<\/li>\n\n\n\n<li>increase participation in active travel amongst underrepresented groups<\/li>\n<\/ul>\n\n\n\n<p>ATF Tranche 4 funding is to be split into two streams:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Construction funding, for schemes that are ready for delivery within the 2023\/24 financial year.<\/li>\n\n\n\n<li>Development funding, for schemes that are at an earlier stage.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Devon County Council&#8217;s submission<\/h2>\n\n\n\n<p>Devon County Council submitted a bid for \u00a34.9m of ATF Tranche 4 funding, split between 19 schemes. The submitted proposals were designed to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>increase walking, wheeling and cycling across Devon;<\/li>\n\n\n\n<li>support delivery of the ATF Tranche 4 objectives (outlined above);<\/li>\n\n\n\n<li>build on the successes of schemes delivered through <a href=\"https:\/\/www.devon.gov.uk\/roads-and-transport\/safe-travel\/road-safety\/safer-roads\/reallocation-of-roadspace-for-active-travel\/\">previous ATF tranches;<\/a><\/li>\n\n\n\n<li>incorporate key investment opportunities highlighted in strategy documents, such as:\n<ul class=\"wp-block-list\">\n<li>Local Cycling and Walking Infrastructure Plans (LCWIPs) for <a href=\"https:\/\/www.devon.gov.uk\/haveyoursay\/consultations\/exeter-local-cycling-and-walking-infrastructure-plan-lcwip\/\">Exeter<\/a>, <a href=\"https:\/\/devoncc.sharepoint.com\/:b:\/s\/PublicDocs\/Corporate\/EV9Mf12rvvVEqOx16hpvEiABmnyN8KzXHugP-trK7QT0dA\" rel=\"noopener\">Heart of Teignbridge<\/a> and <a href=\"https:\/\/www.devon.gov.uk\/haveyoursay\/consultations\/barnstaple-with-bideford-and-northam-local-cycling-and-walking-infrastructure-plan-bbn-lcwip\/\">Barnstaple with Bideford and Northam<\/a><\/li>\n\n\n\n<li>the <a href=\"https:\/\/www.devon.gov.uk\/roads-and-transport\/traffic-information\/transport-planning\/multi-use-trails\/\">Multi-Use Trail Network Strategy<\/a><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p>The table below summarises Devon County Council&#8217;s ATF Tranche 4 submission. Following this announcement, Devon County Council will work to implement the schemes awarded funding.
