Only use the RingGo app or phone number.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Please read the following information carefully to determine whether you are making an Informal Challenge or Making Formal Representations against the issue of your parking ticket (PCN).<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">A <strong>Penalty Charge Notice (PCN)<\/strong> is issued if:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A vehicle is parked in violation of parking restrictions, or<\/li>\n\n\n\n<li>A moving traffic offence is detected by <strong>approved CCTV cameras<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">PCNs are issued at either <strong>\u00a370 or \u00a350<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>You can pay <strong>50% less<\/strong> if you pay within:\n<ul class=\"wp-block-list\">\n<li><strong>14 days<\/strong> (parking offences)<\/li>\n\n\n\n<li><strong>21 days<\/strong> (moving traffic offences)<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">You can view details of your PCN, including any <strong>photographic or video evidence<\/strong> using the online options below and:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Your <strong>PCN number<\/strong><\/li>\n\n\n\n<li>Your <strong>web code<\/strong> (if provided)<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Pay a penalty charge notice<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">If you accept your PCN has been fairly issued, you should pay it as soon as possible. You will need the number on your PCN as well as your car registration number.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Please note that PCN details do not update in real time and may take up to 24 hours to appear on the system.<\/strong> If your PCN is not recognised online or by phone at your 1st attempt, please try again on the next calendar day. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you have a PCN prefixed by <strong>XR <\/strong>please go to <a href=\"https:\/\/exeter.gov.uk\/car-parking\/\" rel=\"noopener\">Exeter City Council&#8217;s <\/a>parking pages on their website to pay or appeal your PCN.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IF your PCN reference number begins with anything other than the letters XR or YD we cannot help you.  They are either issued by a private operator or a different local authority.  Your PCN should identify who the issuer is and how to appeal or pay that fine. <\/p>\n\n\n\n<div class=\"wp-block-buttons is-layout-flex wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button is-style-dcc-primary-button\"><a onclick=\"dataLayer.push({&amp;apos;buttonEvent&amp;apos;: &amp;apos;Information page&amp;apos;});\" class=\"wp-block-button__link wp-element-button\" href=\"https:\/\/www.paynotice.co.uk\/devonccpcn\/pages\/step1.aspx\" rel=\"noopener\">Click Here to Pay your Penalty Charge Notice<\/a><\/div>\n<\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Alternative Payment Options<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>By Post to: <strong>Parking Services, PO Box 811, Exeter, EX1 9WA<\/strong><\/li>\n\n\n\n<li>By Telephone:  <strong>0345 155 1075<\/strong> and selecting <strong>option 1<\/strong>.<\/li>\n\n\n\n<li>Cheques or postal order should be made payable to <strong>Devon County Council <\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Appealing a parking or moving traffic fine<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">If you think the PCN has been unfairly issued, you can appeal it <strong>in writing <\/strong>and tell us why you think we should cancel it.  You can do this online or by post, however if using online options below it is important to choose the correct option for the PCN type and stage for your PCN.  There are two options\/stages &#8211; <strong>informal challenge <\/strong>and <strong>formal representation<\/strong>s.  Read the following information <strong>in full<\/strong> to identify the correct option for you.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you do select the wrong option, you will see an on-screen error message and be prevented from submitting your appeal.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Informal Challenge<\/strong>s &#8211;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">If you have just been issued a PCN beginning with the prefix <strong>YD1<\/strong> that was either stuck to your <strong>windscreen or handed to you<\/strong>, you get two opportunities to tell the Council directly why we should cancel it. Please select the 1st option below \u2018<strong>Submit an Informal Challenge<\/strong>\u2019. If you think your PCN has been issued incorrectly or unfairly and want to appeal it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You can upload any additional evidence you wish to be taken into consideration, when submitting your case information. Supporting evidence must be supplied in one of the following file types: Photo<strong>: JPEG, PNG or PDF.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You can view the Council&#8217;s evidence to assist making an informed decision on whether to appeal or pay, by clicking on the relevant Submit an Informal Challenge or Submit Formal Representations buttons below. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Do not make or send a payment <\/strong>until you receive our reply to your correspondence. Once you have paid the ticket you have accepted liability for it and the case is closed. You can\u2019t then challenge a closed case. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you submit a challenge within 14 days of the date of issue, and your challenge is not accepted, you will usually be given another 14 days from our reply date to pay at the lower amount.   If you still think our decision is unfair, you will get a second chance to tell the Council why it should be cancelled at the <strong>Formal Representations <\/strong>stage. We will send you a letter called a <strong>Notice to Owner<\/strong> about 35 days after the date the PCN was issued for you to do so.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The independent Traffic Penalty tribunal (TPT) now has a website <a href=\"https:\/\/www.keycases.info\/\" target=\"_blank\" rel=\"noreferrer noopener\">www.keycases.info<\/a> where previous decisions on cases from England and Wales can be viewed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We are unable to discuss individual parking or moving traffic fines over the phone or accept informal challenges or formal representations submitted to us by email. They can be submitted online below, or posted to our PO Box address as stated on the PCN or as shown above.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Please note that PCN details may take up to 24 hours to appear on the system.<\/p>\n\n\n\n<div class=\"wp-block-buttons is-layout-flex wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button is-style-dcc-primary-button\"><a onclick=\"dataLayer.push({&amp;apos;buttonEvent&amp;apos;: &amp;apos;Information page&amp;apos;});\" class=\"wp-block-button__link wp-element-button\" href=\"https:\/\/www.devonpermits.org\/pcns\/Pages\/OnlineReferenceEntry.aspx?loadtype=INFORMAL\" rel=\"noopener\">Submit an informal challenge<\/a><\/div>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">If you&#8217;d prefer not to use our online service, you can write to us with your reasons for challenging your PCN and send that to <strong>Devon County Council<\/strong>, <strong>Parking Services, PO Box 811, Exeter, EX1 9WA<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You should receive an email with our decision typically within 21 days of us receiving your challenge. Please check both your email inbox and junk folders if you are waiting for a decision from us.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you disagree with our decision and want to appeal further, you will be given the chance to make a formal representation when the Council issues a Notice to Owner (NtO) to you.  It is not possible to submit a formal representation before the NtO has been sent out. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Formal Representations &#8211; Cases Beginning YD2 or YD4 or YD1 after Notice to Owner<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">If you do not pay or challenge your PCN within 28 days (or if your informal challenge is rejected), we use keeper details provided by the DVLA to send a &#8216;Notice to Owner&#8217; (NtO) to the registered keeper of the vehicle. The keeper will then have 28 days to make a formal representation to set out in writing the reasons why they feel the PCN was incorrectly served or why the Council was wrong to reject the informal challenge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IF your PCN was served on you by post, for a vehicle driven away before our CEO was able to attach your PCN to the vehicle, or handed to its driver; or, if captured by CCTV contravening a moving traffic offence, a Regulation 10 PCN beginning with the prefix<strong> YD2 or YD4<\/strong> is posted to the registered keeper whose details have been provided to the Council by the DVLA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you wish to dispute a <strong>YD2 or YD4<\/strong> PCN sent to you by post use the &#8216;<strong>Submit a formal representation<\/strong>&#8216; option below or post your completed form back to us explaining in writing why the fine should be cancelled. A web code and the PCN number is required, both are stated on the document.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you have received a document called a <strong>Notice to Owner<\/strong> (NtO) for a case beginning <strong>YD1<\/strong> and this is the 1st time you have been made aware of the PCN and you wish to appeal against it, choose &#8216;<strong>Submit a formal representation<\/strong>&#8216; below.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Before you appeal a moving traffic offence with the prefix beginning with YD4, you may find it helpful to view the location&#8217;s site compliance pack which includes the site photos at: <a href=\"https:\/\/www.devon.gov.uk\/roads-and-transport\/parking\/traffic-regulation-orders\/moving-traffic-enforcement\/\">moving-traffic-enforcement<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You can upload any additional evidence you wish to be taken into consideration, when submitting your case information. If you wish to receive your decision notice by email, rather than by 1st Class post, please make sure you tell us that is your preferred reply method in your representations.<\/p>\n\n\n\n<div class=\"wp-block-buttons is-layout-flex wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button is-style-dcc-primary-button\"><a onclick=\"dataLayer.push({&amp;apos;buttonEvent&amp;apos;: &amp;apos;Information page&amp;apos;});\" class=\"wp-block-button__link wp-element-button\" href=\"https:\/\/www.devonpermits.org\/pcns\/Pages\/OnlineReferenceEntry.aspx?loadtype=FORMAL\" rel=\"noopener\">Submit a formal representation<\/a><\/div>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">You should receive confirmation of our decision within 28 days of us receiving your representation. We will contact you by first class post unless you tell us in your representation to notify you of our decision by email.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If your formal representation is rejected, you have 28 days to either pay your fine, or appeal further via the Traffic Penalty Tribunal (TPT) for an independent decision on your case. If TPT allow your appeal you will have nothing to pay. If your appeal is dismissed, the full charge of \u00a350 or \u00a370 will apply.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If parking fines are left unpaid we may pursue the debt through the County Court and engage debt recovery specialists (bailiffs) to act on our behalf to recover the unpaid amount.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">If you are having difficulty making payment<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Council must advise it cannot offer formal payment plans or accept payment in instalments for outstanding parking penalty charges.&nbsp; We are obligated to follow a set timeline of progressions for unpaid cases, and are unable to process partial payments via our payment portals.   <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you have any unpaid tickets that you know you will have difficulty making payment for and have not submitted a challenge or a representation to the Council or responded to letters and notices issued to you by the Council, please seek independent financial guidance via the <a href=\"https:\/\/nationaldebtline.org\/\" data-type=\"link\" data-id=\"https:\/\/nationaldebtline.org\/\" rel=\"noopener\">National Debt Line services,<\/a> or <a href=\"https:\/\/www.citizensadvice.org.uk\/law-and-courts\/parking-tickets\/\" rel=\"noopener\">Citizens Advice <\/a>as soon as you can.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you have been contacted by a bailiff about collecting payment for unpaid parking fines of which you had no previous knowledge, please visit the <a href=\"https:\/\/www.citizensadvice.org.uk\/law-and-courts\/parking-tickets\/\" data-type=\"link\" data-id=\"https:\/\/www.citizensadvice.org.uk\/law-and-courts\/parking-tickets\/\" rel=\"noopener\">Citizens Advice website<\/a> which advises what you can do to suspend bailiff enforcement action. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The parking fines will not be cancelled but may be taken back to an earlier appeal or pay stage with the Council. There is also a National <a href=\"https:\/\/www.bing.com\/ck\/a?!&amp;&amp;p=110e53f62f8c3b21d566a368f7b5b6d68674e8daa7c03c7e3aae319626685319JmltdHM9MTc0MDA5NjAwMA&amp;ptn=3&amp;ver=2&amp;hsh=4&amp;fclid=394b7674-02b3-6d66-3de6-64b5033b6c62&amp;psq=breathing+spaces+uk&amp;u=a1aHR0cHM6Ly93d3cuZ292LnVrL2dvdmVybm1lbnQvcHVibGljYXRpb25zL2RlYnQtcmVzcGl0ZS1zY2hlbWUtYnJlYXRoaW5nLXNwYWNlLWd1aWRhbmNlL2RlYnQtcmVzcGl0ZS1zY2hlbWUtYnJlYXRoaW5nLXNwYWNlLWd1aWRhbmNlLWZvci1tb25leS1hZHZpc2Vycw&amp;ntb=1\" rel=\"noopener\">&#8216;Breathing Space&#8217;<\/a> scheme in place to assist those in financial difficulty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whilst the Council cannot defer a payment to keep a PCN at the 50% discounted rate, it may consider, a short delay of 7 -14 days to avoid surcharges being added.  This can only be considered after a Notice to Owner has been issued and before receipt of an Order for Recovery.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the extra days would allow you to make payment in full of your case you can email us at <a href=\"mailto:parkingservices@devon.gov.uk\">parkingservices@devon.gov.uk<\/a> to tell us why you need a few extra days (for example, next pay day) to request a deferred payment date. We will consider each request on a case by case basis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you have multiple cases we will not be able to defer payments. Please refer to advice above and seek independent financial advice.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Zero tolerance &#8211; abusive or aggressive behaviour<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Civil enforcement officers (CEOs) have a difficult but important job in ensuring the highway is clear and safe for all users. Whilst we appreciate nobody wants a parking ticket it is important that our staff are treated with courtesy and respect.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At Devon County Council, we have an Unacceptable Behaviour policy. This means that inappropriate, aggressive or violent behaviour towards our staff will not be tolerated under any circumstances. Our CEOs now wear body cameras for their protection. These devices will be activated if the officer feels that a situation is escalating and that behaviours towards them is no longer acceptable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Anyone demonstrating these behaviours towards CEOs may be sent a letter advising that this behaviour will not be tolerated. Any future violation of this policy may result in the police being informed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We understand that you may not like the job CEOs do, however, we feel sure that you will understand that unacceptable behaviour is not the solution. If you have <a href=\"https:\/\/www.devon.gov.uk\/haveyoursay\/feedback-and-complaints\/\">feedback<\/a> on the conduct or behaviour of a CEO please let us know.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The corporate complaints process should not be used to dispute the issue of a parking ticket, nor used if your complaint is you disagree with our  decision about your appeal. Use the appeals process detailed above to tell us why you think your parking ticket should be cancelled or as set out in the rejection letter issued to you.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Privacy notice<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The personal data you provide via this form will be held by Devon County Council for the purpose(s) of administering your request. The data will be held securely and not kept for longer than necessary.
