{"id":13701,"date":"2022-11-25T14:01:07","date_gmt":"2022-11-25T14:01:07","guid":{"rendered":"https:\/\/www.devon.gov.uk\/providerengagementnetwork\/?page_id=13701"},"modified":"2026-05-07T10:30:02","modified_gmt":"2026-05-07T09:30:02","slug":"the-oliver-mcgowan-mandatory-training-on-learning-disability-and-autism","status":"publish","type":"page","link":"https:\/\/www.devon.gov.uk\/providerengagementnetwork\/workforce-development\/the-oliver-mcgowan-mandatory-training-on-learning-disability-and-autism\/","title":{"rendered":"The Oliver McGowan Mandatory Training on Learning Disability and Autism"},"content":{"rendered":"<blockquote>\n<h2>Enabling the health and social care workforce to better support people with a learning disability and autistic people<\/h2>\n<\/blockquote>\n<p>The <a href=\"https:\/\/www.gov.uk\/government\/publications\/oliver-mcgowan-code-of-practice\" rel=\"noopener\">Oliver McGowan Mandatory Training on Learning Disability and Autism<\/a> has been co-produced, trialled, independently evaluated and will be co-delivered by trainers with lived experience of learning disability and autism. In July the Health and Care Act 2022 introduced a requirement that <strong>CQC regulated service providers<\/strong> must ensure their staff receive training on learning disability and autism which is appropriate to the person\u2019s role. The government\u2019s preferred way to do this is through the \u2018Oliver McGowan Mandatory Training on Learning Disability and Autism\u2019 route. The\u00a0training is delivered as one of two Tiers. It is the employers\u2019 responsibility to ensure their staff have the appropriate training for their roles and they will need to advise each of them on which tier needs to be completed.<\/p>\n<h2><\/h2>\n<h3>New <a href=\"https:\/\/www.gov.uk\/government\/publications\/oliver-mcgowan-code-of-practice\" rel=\"noopener\">code of practice<\/a> is now released<a style=\"color: #ff4b33\" href=\"https:\/\/www.devon.gov.uk\/providerengagementnetwork\/wp-content\/uploads\/sites\/51\/2023\/01\/OMMT.jpg\"><img decoding=\"async\" class=\"wp-image-13859 size-medium alignright\" src=\"https:\/\/www.devon.gov.uk\/providerengagementnetwork\/wp-content\/uploads\/sites\/51\/2023\/01\/OMMT-300x181.jpg\" alt=\"Flow chart\" width=\"300\" height=\"181\" srcset=\"https:\/\/www.devon.gov.uk\/providerengagementnetwork\/wp-content\/uploads\/sites\/51\/2023\/01\/OMMT-300x181.jpg 300w, https:\/\/www.devon.gov.uk\/providerengagementnetwork\/wp-content\/uploads\/sites\/51\/2023\/01\/OMMT.jpg 587w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><\/h3>\n<ul>\n<li><strong>Standard 1:<\/strong> All staff receive training that covers a minimum curriculum of capabilities from the \u2018Core capabilities framework for supporting people with a learning disability\u2019 and the \u2018Core capabilities framework for supporting autistic people\u2019 on the Skills for Health Supporting autistic people and\/or people with a learning disability page. Further training beyond this minimum curriculum is proportionate and tailored to the requirements of staff at different levels and in different roles, taking into account the tiers and capabilities set out in the core capabilities frameworks.<\/li>\n<li><strong>Standard 2:<\/strong> All staff receive training that enables them to explore how they will put their learning into practice. Examples include tailored materials and learning tools to help staff understand how to apply their learning to their specific work setting and the people they work with.<\/li>\n<li><strong>Standard 3:<\/strong> All staff receive a minimum amount of live and interactive training that is co-produced and co-delivered by people with a learning disability and autistic people. For staff who require a general awareness of learning disability and autism, this is a minimum of one hour of live and interactive training with a person with a learning disability and an autistic person. For staff with responsibility for providing care and support for a person or people with a learning disability or autistic people and for staff with a higher level of autonomy, who manage complex care or lead on learning disability and autism services, this is a minimum of one day of in-person training. This is in addition to a compulsory e-learning module of at least 90 minutes covering the tier 1 capabilities set out in Standard 1 which all staff must complete.<\/li>\n<li><strong>Standard 4:<\/strong>\u00a0All staff receive training that is based on evidence and is quality-assured through trialling, ongoing evaluation and accreditation. People with a learning disability and autistic people must be meaningfully involved in these processes.<\/li>\n<\/ul>\n<h2>How social care providers can access the Oliver McGowan Mandatory Training<\/h2>\n<p>The training is delivered in one of two Tiers. The tier 1 training structure includes eLearning and the 1 hour online interactive session co-delivered by a person with a learning disability and an autistic person along with a facilitator.<\/p>\n<p>All staff who require a general awareness of the support that autistic people or people with a learning disability may need are expected to receive training that covers all tier 1 capabilities from the core capabilities frameworks. The tier 1 package of The Oliver McGowan Mandatory Training on Learning Disability and Autism covers all tier 1 capabilities from the core capabilities frameworks. Tier 1 package content covers:<\/p>\n<ul>\n<li>Understanding learning disability<\/li>\n<li>Understanding autism<\/li>\n<li>Reasonable adjustments<\/li>\n<li>Self-reflection on our own attitudes and behaviours<\/li>\n<\/ul>\n<p><strong>Tier 2<\/strong> of The Oliver McGowan Mandatory Training on Learning Disability and Autism is for people who may need to provide care and support for autistic people or people with a learning disability.\u202f\u202fThe Tier 2 training structure includes the eLearning and 1 day face to face training co-delivered a person with a learning disability and an autistic person and trainer.<\/p>\n<p>Health and social care staff with responsibility for providing direct treatment, care, or support, and other professionals working in health and care settings with a high degree of autonomy are expected to complete the tier 2 package of The Oliver McGowan Mandatory Training on Learning Disability and Autism. This should include, but is not limited to, regulated health professionals, registered managers, team leaders, students and trainees, care assistants, support workers, educators and staff such as those allied health professionals conducting functional assessments and those that conduct capacity, best interest and Mental Health Act assessments.<\/p>\n<p>The tier 2 package covers all tier 1 capabilities from the core capabilities frameworks and maps to an essential selection of key learning outcomes from tier 2 capabilities in the core capabilities frameworks, including the following:<\/p>\n<ul>\n<li>Avoiding diagnostic overshadowing<\/li>\n<li>Frequently co-occurring conditions (co-morbidities)<\/li>\n<li>The laws: Mental Capacity Act 2005, Human Rights Act 1998, Autism Act 2009, Equality Act 2010, Accessible Information Standard<\/li>\n<li>Reasonable adjustments including hospital passports<\/li>\n<li>Culture (professional bias and subconscious beliefs) and professional behaviour and its impact on outcomes and other people\u2019s behaviour<\/li>\n<li>How to communicate in accessible ways<\/li>\n<li>How to understand what the person (and their family) is saying<\/li>\n<li><a class=\"govuk-link\" href=\"https:\/\/www.england.nhs.uk\/learning-disabilities\/about\/ask-listen-do\/\" rel=\"external noopener\">Ask Listen Do<\/a>, which is about making it easier for people, families and paid carers to give feedback, raise concerns and complain and supporting organisations to learn from that feedback.<\/li>\n<li>Stopping over medication of people with a learning disability, autism or both (<a class=\"govuk-link\" href=\"https:\/\/www.england.nhs.uk\/learning-disabilities\/improving-health\/stomp\/\" rel=\"external noopener\">STOMP<\/a>) and Supporting treatment and appropriate medication in paediatrics (<a class=\"govuk-link\" href=\"https:\/\/www.england.nhs.uk\/learning-disabilities\/improving-health\/stamp\/\" rel=\"external noopener\">STAMP<\/a>)<\/li>\n<li>Learning from <abbr title=\"Learning from lives and deaths - people with a learning disability and autistic people\">LeDeR<\/abbr><\/li>\n<li>Appropriate application of <abbr title=\"do not attempt cardiopulmonary resuscitation\">DNACPR<\/abbr><\/li>\n<\/ul>\n<h2>Part one- eLearning<\/h2>\n<p>The eLearning package is now live on the <a href=\"https:\/\/portal.e-lfh.org.uk\/Component\/Details\/781480\" rel=\"noopener\">eLearning for healthcare website<\/a> (eLfH). The eLearning session has been co-created and delivered with experts by experience. The content of the eLearning session is mapped to the Tier 1 learning outcomes of the <a href=\"https:\/\/www.skillsforhealth.org.uk\/info-hub\/learning-disability-and-autism-frameworks-2019\/\" rel=\"noopener\">Core Capabilities Framework for Supporting Autistic People<\/a>\u00a0and the\u00a0<a href=\"https:\/\/www.skillsforhealth.org.uk\/info-hub\/learning-disability-and-autism-frameworks-2019\/\" rel=\"noopener\">Core Capabilities Framework for Supporting People with a Learning Disability<\/a>. It should take you 90 minutes to complete. In order to receive a certificate, you will be asked to complete both the pre- and post-eLearning surveys. Each survey should take between 5\u201310 minutes to complete. The information provided about other UK training providers is for informational purposes only and should not be considered an endorsement, or recommendation by DCC or NHS Devon ICB.<\/p>\n<h3 class=\"ewa-rteLine\">LDSS Now Funds Oliver McGowan Mandatory Training on Learning Disability and Autism<\/h3>\n<div class=\"ewa-rteLine\">The <a href=\"https:\/\/www.devon.gov.uk\/providerengagementnetwork\/workforce-development\/adult-social-care-workforce-data-set\/\">Learning Development Support Scheme<\/a> (LDSS) has announced that it will now fund the Oliver McGowan Mandatory Training on Learning Disability and Autism, marking a significant step forward in workforce development and inclusive practice.<\/div>\n<div><\/div>\n<div>Under the <a href=\"https:\/\/www.legislation.gov.uk\/ukpga\/2022\/31\/contents\" rel=\"external noopener\">Health and Care Act 2022<\/a>, from 1 July 2022, Care Quality Commission (<abbr title=\"Care Quality Commission\">CQC<\/abbr>)-registered adult social care providers are required to ensure all their staff receive specific training on learning disability and autism that is appropriate to their role. This training course on\u00a0<a href=\"https:\/\/www.hee.nhs.uk\/our-work\/learning-disability\/current-projects\/oliver-mcgowan-mandatory-training-learning-disability-autism\" rel=\"external noopener\">The Oliver McGowan Mandatory Training on Learning Disability and Autism<\/a>\u00a0aims to ensure that staff have the right knowledge and skills to provide safe and informed care.\u00a0The Oliver McGowan Mandatory Training on Learning Disability and Autism will continue for financial year 2026 to 2027.<\/div>\n<div><\/div>\n<div>\n<div class=\"ewa-rteLine\">For this training only, each eligible recipient can claim up to \u00a325,000 in total reimbursement for the period 1 April 2026 to 31 March 2027.
