What\u2019s the difference?<\/p>\n\n\n\n<p>The term Personal Assistant or P.A.&nbsp; is a familiar one to many. In social care it has been used for many years to describe someone who offers support to individuals who wish to purchase and direct what they receive rather than support from an agency or other service.<\/p>\n\n\n\n<p>&nbsp;The terms under which a P.A. may work can differ \u2013 they may be self-employed or employed. This status is determined by HMRC and the way in which the support provider operates. To understand this better, it is important to read this document <a href=\"https:\/\/www.skillsforcare.org.uk\/resources\/documents\/Recruitment-support\/Support-for-Individual-employers\/IE\/Before-your-PA-starts\/Understanding-the-employment-status-of-PAs.pdf\" rel=\"noopener\">Understanding the employment status of PAs (skillsforcare.org.uk)<\/a><\/p>\n\n\n\n<p>Devon County Council recognises many people wish to purchase <a href=\"https:\/\/www.devon.gov.uk\/adult-social-care\/assessments\/care-support-needs-assessments\/personal-budgets\/self-directed-support\/\">self-directed care<\/a> and that they may wish to either a) employ someone to do this or b) engage a self-employed person.<\/p>\n\n\n\n<p>To distinguish employed and self-employed people, Devon are also using the term Microprovider to refer those who are confirmed as self-employed and are running their own mini-business, whether as a sole trader or as a small group.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><a href=\"https:\/\/www.devon.gov.uk\/providerengagementnetwork\/wp-content\/uploads\/sites\/51\/2024\/05\/PA-table.png\"><img decoding=\"async\" width=\"602\" height=\"377\" src=\"https:\/\/www.devon.gov.uk\/providerengagementnetwork\/wp-content\/uploads\/sites\/51\/2024\/05\/PA-table.png\" alt=\"diagram\" class=\"wp-image-14984\" srcset=\"https:\/\/www.devon.gov.uk\/providerengagementnetwork\/wp-content\/uploads\/sites\/51\/2024\/05\/PA-table.png 602w, https:\/\/www.devon.gov.uk\/providerengagementnetwork\/wp-content\/uploads\/sites\/51\/2024\/05\/PA-table-300x188.png 300w\" sizes=\"(max-width: 602px) 100vw, 602px\" \/><\/a><\/figure>\n\n\n\n<p>Since 2022 Devon County Council has worked with Community Catalysts to offer support to people wishing to set up as Microproviders. In 2024 they have partnered with <a href=\"https:\/\/www.disabilityfocus.org\" rel=\"noopener\">Disability Focus<\/a> to continue this support.<\/p>\n\n\n\n<p>If you are interested in providing care and support to people at home or in your local community \u2013 whether that\u2019s to deliver personal care, help around the house, or help for that person to get out and about \u2013 you may wish to consider contacting the Microprovider Project Worker for Devon <a href=\"mailto:simon.tickner@disabilityfocus.org\">simon.tickner@disabilityfocus.org<\/a> .<\/p>\n\n\n\n<p>As well as advice and signposting, there may also be the opportunity to join the advice and support programme. Details of the programme can be found <a href=\"https:\/\/www.disabilityfocus.org\/pa-micro-providers\/\" rel=\"noopener\">HERE<\/a>. The programme is free and aimed at people who wish to offer support to adults with care and support needs in Devon. It is suitable for those who also are fully committed to ensuring their micro-enterprises are set up legally, safely and sustainably.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"working-as-a-pa-or-microprovider\"><strong>Working as a PA or Microprovider<\/strong><\/h2>\n\n\n\n<p>You should be willing to provide the following (as a minimum) for the person that you are working for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>proof of your right to work in the UK&nbsp;<\/li>\n\n\n\n<li>any relevant training and qualifications<\/li>\n\n\n\n<li>previous employment references&nbsp;<\/li>\n\n\n\n<li>if you are self-employed, your HMRC confirmation of registration as self-employed<\/li>\n\n\n\n<li>if you are self-employed, proof of liability insurance&nbsp;<\/li>\n\n\n\n<li>a current Disclosure and Barring (DBS) check<\/li>\n<\/ul>\n\n\n\n<p>FAQs \u2013 see separate page<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"training\"><strong>Training<\/strong><\/h2>\n\n\n\n<p>It\u2019s important to develop and maintain your skills and knowledge as a P.A. or microprovider so that you are able to offer good quality care and support to people.<\/p>\n\n\n\n<p>Take a look at our&nbsp;<a href=\"https:\/\/www.devon.gov.uk\/providerengagementnetwork\/workforce-development\/pa-training\/\" target=\"_blank\" rel=\"noreferrer noopener\">PA training page<\/a>, we are currently able to offer a range of part- funded online training<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"wellbeing\">Wellbeing<\/h2>\n\n\n\n<p>The&nbsp;<a href=\"https:\/\/www.devon.gov.uk\/providerengagementnetwork\/wellbeing-for-staff\/\">Wellbeing for Staff<\/a>&nbsp;includes information on all areas of wellbeing. Ways to look after your wellbeing, self-help, build resilience and how to get support when you need it.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"advertising-your-service-and-finding-new-clients\"><strong>Advertising your service and finding new clients<\/strong><\/h2>\n\n\n\n<p>Many personal assistants (PA) and micro-providers running their own micro-enterprises will have be familiar with Pinpoint and the PA Network in 2023. Due to a number of contributory factors, this is now no longer available. The Pinpoint web address will remain available for a period of time in 2024 with a page that will be signposting to other information sources and directories.<\/p>\n\n\n\n<p>To find details of PAs who were on Pinpoint at the end of December 2023 please go to&nbsp;<a href=\"https:\/\/www.devon.gov.uk\/adult-social-care\/independent-living\/support-at-home\/personal-care-at-home\/find-a-personal-assistant\/\">devon.cc\/find-a-pa<\/a>.&nbsp;<\/p>\n\n\n\n<p>Self-employed providers of care and support may also advertise themselves on this site <a href=\"https:\/\/www.smallgoodstuff.co.uk\/devon\/#:~:text=Devon%20Small%20Good%20Stuff%20does,access%20to%20a%20friendly%20network.\" rel=\"noopener\">Devon | Small Good Stuff<\/a>\u2013 see more details below.<\/p>\n\n\n\n<p><em>Please note that PAs\/ Microproviders registered to receive \u2018<\/em><a href=\"https:\/\/www.devon.gov.uk\/adult-social-care\/independent-living\/support-at-home\/personal-care-at-home\/find-a-personal-assistant\/\"><em>PA shout out\u2019<\/em><\/a><em>notifications continue to receive these.\u00a0<strong>This service is still operational<\/strong>. If you are not already registered, we would encourage you to do so. <\/em><\/p>\n\n\n\n<p><em>You can register to receive notifications of new business (i.e. customers with Direct Payments) through this service<\/em>. <em>The sign-up form is currently under maintenance and will be available again shortly<\/em>.<\/p>\n\n\n\n<p>Microproviders can use&nbsp;<a href=\"https:\/\/www.smallgoodstuff.co.uk\/devon\/#:~:text=Devon%20Small%20Good%20Stuff%20does,access%20to%20a%20friendly%20network.\" rel=\"noopener\">Devon | Small Good Stuff<\/a>&nbsp;as an alternative location to advertise and promote their services. Please note that to list your services on Small Good Stuff, you must run a small local enterprise providing care or other types of support. This site is for individuals (or small enterprises ) working as sole traders, but strictly excludes PAs that are employed directly by their customers.<\/p>\n\n\n\n<p>The directory is simple and easy to sign up to, but we recommend reading the&nbsp;<a href=\"https:\/\/devoncc.sharepoint.com\/:b:\/s\/PublicDocs\/AdultSocialCare\/EfBLbUBg2utIh7a9nwbooKgBxU-A-MKMl40tl0ColzB_fQ?e=vXbuaS\" rel=\"noopener\">step by step guide<\/a><em>&nbsp;and&nbsp;<\/em><a href=\"https:\/\/www.smallgoodstuff.co.uk\/provider-tools\/writing-about-your-service-key-tips\/\" rel=\"noopener\">tips on writing about your service<\/a><em>&nbsp;before heading to the registration page&nbsp;<\/em><a href=\"https:\/\/www.smallgoodstuff.co.uk\/register\/\" rel=\"noopener\">here<\/a>. &nbsp;Once you have registered, you will receive your login details and can begin to create your online profile. There is an annual fee of \u00a313 for this service.<\/p>\n\n\n\n<p>If you are a self-employed PA or Microprovider&nbsp; providing care to non-direct payment clients (private customers not funded by DCC) then you are still expected to have a DBS however this would not be sourced through the DCC Arranging Support Teams. There are a few different services in the community that offer DBS checks for PAs or Microproviders&nbsp; (some free or at a small cost). We recommend you search around for the best service to suit your needs.
