The Teams

Adult Commissioning and Health Team

The role of social care commissioners is to ensure that there are the right types of services, available in the right places to meet the needs of Devon people, in a timely and affordable way.

The team works closely with health commissioners and procurement colleagues to fulfil its duty to ensure that good quality services which deliver the best value to local people are available.

The Business Relations Team

works to support independent health and social care providers and commissioners to work collaboratively to ensure that there are enough of the right types of services to support people in Devon to live the lives they wish to live. Read more about the Business Relations Team.

Ian Hobbs

Senior Commissioning Manager, Market Management, Prevention, Carers and Living Well at Home

Ian has worked for DCC for 35 years in a variety of roles across Devon, initially as a social worker and team manager in Plymouth and later in a range of leadership roles, including a period as a partnership lead officer in the northern Devon area.

In his current role, Ian leads the Business Relations Team and currently has responsibility for a portfolio that includes social care markets, personal care, carers and prevention.

Chris Eiserbeck

Sector Lead (Market)

Chris has a background across a range of independent sector health and social care service settings.

He brings extensive operational management knowledge to his role as Sector Lead for the Personal Care Market in Devon.

Lucie Spiers

Commissioning Develpment Officer

Lucie has worked in the Adult Care and Health Commissioning Team for the last ten years, as a Commissioning Officer.

Prior to that, she worked for the Devon Supporting People programme.

Before joining the Council, she spent some time in learning disabilities residential services, and in the voluntary sector, as the deputy manager of a direct access hostel for the homeless.

Clare Diffey

Commissioning Development Officer

Clare is a Commissioning Development Officer with over 10 years’ experience in the voluntary sector across the south west, providing services to adults in the fields of housing and homeless prevention, mental health, drug and alcohol and carer’s support.

Tim Nand-Lal

Business Relations Officer

My role is to co-ordinate, support and develop our adult social care provider engagement arrangements, develop relationships with providers and work on shaping the market to meet the current and future needs of our population.

This market-shaping work includes the ongoing development of the Market Position Statement and other supporting actions/strategies.

Sarah Mason

Contracts Offider

Sarah graduated from university and began a career in online advertising but felt that she wanted a more meaningful position.

Sarah initially started in the Arranging Support Team, finding care for vulnerable people. She was seconded to a position that reviewed packages of care to ensure that both Devon County Council and those in receipt of care were getting the services they had asked for.

Sarah has a wide range of technical experience in collecting and presenting data, as well as operational and contractual/legal knowledge.

She also worked closely with the Eastern Clinical Commissioning Group to build tools to assist them in their roles and provide market advice.

I have 14 years experience of working in Devon across a variety of children’s and adults social care services, 6 of which were in direct care delivery.

I was working across children’s services, mental health, learning disabilities and over 65s, and in reablement (team leader). Most recently I worked for 5 years as a personal broker with DCC and CCG casework.

I worked for 3 years as a psychotherapist/counsellor in London previous to that.

Quality Assurance and Improvement Team

The QAIT team offers advice and supports providers to meet the quality standards and requirements of regulators and Devon County Council.

Steve has over 30 years’ experience in social care across finance, strategic planning, performance management and quality assurance.

Sandie Graham

Senior Quality Assurance & Improvement Officer

I am the lead contact for north Devon and for regulated community based personal care services.

I have worked in health and social care for 25 years within both strategic change and operational management. I have a wealth of experience in the delivery of care services and the management of these.

I can support providers in setting up quality assurance systems and be a sounding board for creativity and CQC compliance.

Peter Lock

Senior Quality Assurance & Improvement Officer

Pete is the lead contact for north Devon and for unregulated care markets.

He has over 25 years’ experience in adult social care – residential, day, employment and advice and guidance services.

Pete also has experience in direct service provision and managing and monitoring of services

Quality Assurance & Improvement Officer

Steve supports services in the north Devon area.

He has 10 years’ experience in adult social care including arranging support and commissioning roles, most recently within the Safeguarding Team.

Debi Tilcock

Quality Assurance & Improvement Officer

Debi supports services in the south Devon area.

She is a qualified nurse and social care teacher/trainer with experience in care home management and care consultancy work including turn-around and crisis management.

Andrea East

Senior Quality Assurance & Improvement Officer

Andrea’s background in mental health, adult and children’s social care and regulation make her the ideal person to have a lead role in quality in care homes.

Andrea’s enthusiasm for health and social care extends to her work as a Proud to Care Ambassador and representing DCC on the multi-agency county lines group.

Michelle Willocks-Watts

Quality Assurance & Improvement Officer

Michelle supports services in the south Devon area.

She has experience of working across both health and social care and the private sector, including management of third sector services, quality assurance and policy and procedures.

Rebecca Melville

Quality Assurance & Improvement Officer

Rebecca supports services in the east Devon area.

She has worked in adult health and social care for over 10 years, in both provider and commissioning roles.

Rebecca has previous experience in direct care provision as well as working as a registered manager and community care manager.

David Rainbow

Quality Assurance & Improvement Officer

David supports services in the east Devon area.

He has worked in a health and social care environment for over 15 years, most recently as a learning and development manager specialising in leadership programmes.

Prior to this, David worked as a project manager delivering improvement plans within adult safeguarding and telecare.

Gabrielle Lester-Smith

Business Change Manager - Accredited Reviewer

Gabrielle has worked in the public sector for over 13 years and in health and social care for over 8 years.

Working in various management roles, Gabrielle has experience of managing large support teams, resource management and project management.

Nic is a Senior Workforce Development Advisor in the Proud to Care Team in Adult Commissioning and Health.

Nic has worked for DCC for over 13 years in a number of roles in the Early Years & Childcare Service, HR One and more recently in Adult Social Care and Health.

Terrie Chaplin

Workforce Development Advisor

My role is to support the development of the health and care workforce in the independent sector.

I do this by working in co-production with providers, people who use services and colleagues in statutory services, to design and deliver relevant training and education programmes.

Senior Workforce Development Co-Ordinator

My role within Proud to Care Devon includes supporting providers to upload their vacancies in care and health throughout Devon, free of charge, on our Jobs Board.

I also co-ordinate our Proud to Care Ambassadors who attend events at schools, colleges, universities and recruitment fairs to champion the care and health sector as a great place to work, demonstrate to variety of roles available and promote the many different pathways in and career progression opportunities available.
