call on ambulance service to stop plans to replace &#8216;fire&#8217; co-responders with volunteers"},"content":{"rendered":"\n<p>Our Health and Adult Care Scrutiny Committee this week urged the ambulance service to \u2018think again\u2019 on their plans to replace fire and rescue co-responders with trained volunteers.<\/p>\n\n\n\n<p>The committee will now write to the board, Chair and Chief Executive of the South Western Ambulance Service NHS Foundation Trust (SWASFT) asking them to reconsider the proposals.<\/p>\n\n\n\n<p>Currently, SWASFT commissions on-call fire-fighters in Devon and across the region to \u2018respond\u2019 to medical emergencies \u2013 they are first on the scene and bridge the gap until paramedics arrive.\u202f&nbsp;<\/p>\n\n\n\n<p>SWASFT says that the changes aim to improve response times in all areas; but councillors at our scrutiny committee in July expressed a number of concerns and asked for more information.&nbsp;&nbsp;<\/p>\n\n\n\n<p>And on Monday (September 22) representatives from SWASFT returned to the committee, confirming that they had met with counterparts in the fire service.<\/p>\n\n\n\n<p>Dr John Martin, SWASFT\u2019s chief executive, said that as a result their initial aim, to begin phasing out the fire co-responders service within 12-months, &nbsp;had been reconsidered and it would now take \u2018as long as it takes.\u2019&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cIf it takes eight years, it takes eight years,\u201d he added.&nbsp;&nbsp;<\/p>\n\n\n\n<p>He said: \u201c(We)\u2026will continue with plans to increase the number of Community First Responders across the South West whilst committing to not exiting any Fire Co-Responding scheme until appropriate backfill arrangements are in place.&nbsp;\u201c<\/p>\n\n\n\n<p>The exception to this, he said, were stations in Lynton, Woolacombe, Princetown and Combe Martin, where a total of nine patients had been attended to since January.<\/p>\n\n\n\n<p>In those cases, lifesaving equipment would now be \u2018re-purposed\u2019 and made available for use by the community co-responders.<\/p>\n\n\n\n<p>Committee members said they still had \u2018serious concerns\u2019 over response times, particularly in remote rural communities, a lack of \u2018robust\u2019 data to support the changes, and lack of consultation with the communities that would be affected.<\/p>\n\n\n\n<p>Councillor Jess Bailey is Chair of the Health and Adult Care Scrutiny Committee, which has the statutory right to challenge the decisions taken by NHS bodies and the health service in Devon.&nbsp;<\/p>\n\n\n\n<p>The committee\u2019s role is to provide democratic accountability and oversight.<\/p>\n\n\n<div id=\"block_acf-block-68d6b1d60c96e\" class=\"councillor-quote align-right dcc grid-x\">\r\n\t<blockquote class=\"councillor-quote-blockquote medium-auto small-12 cell\">\r\n                    <div class=\"councillor-quote-title\"><p>Councillor Jess Bailey said: <\/p><\/div>\r\n        \t\t<div class=\"councillor-quote-text\"><p>\u201cI want to thank Dr Martin and his colleagues for returning today.\u00a0 These plans have caused a significant level of public concern, and this was reflected in the number of residents who spoke at both the meeting in July and today; \u00a0and we urge SWASFT to reconsider the proposals. \u00a0<\/p>\n<p>\u201cWe acknowledge that removing the goal of introducing these plans within 12 months is a step forward, but, in our view the Quality and Equality Impact Assessment presented today is flawed and it needs revising in light of the issues by raised by the committee<\/p>\n<p>\u201cWe remain committed to working constructively and in partnership with SWASFT
