{"id":67015,"date":"2025-09-04T20:42:26","date_gmt":"2025-09-04T19:42:26","guid":{"rendered":"https:\/\/www.devon.gov.uk\/news\/?p=67015"},"modified":"2025-09-04T20:42:30","modified_gmt":"2025-09-04T19:42:30","slug":"councillors-endorse-principle-of-smartphone-ban-in-schools","status":"publish","type":"post","link":"https:\/\/www.devon.gov.uk\/news\/councillors-endorse-principle-of-smartphone-ban-in-schools\/","title":{"rendered":"Councillors endorse principle of smartphone ban in schools"},"content":{"rendered":"\n<p><strong>A countywide ban on student smartphone use during the school day from the start of the next academic year in September 2026 has moved a step closer after our councillors overwhelmingly endorsed the principle.<\/strong><\/p>\n\n\n\n<p>The motion put forward at today\u2019s Full Council meeting (Thursday 4 September) by Councillor Graham Bell, sought to reflect \u201cthe administration\u2019s commitment to putting children\u2019s wellbeing first\u201d, with the aim of ensuring that nearly 40,000 pupils in Devon\u2019s maintained schools are better protected from digital distraction, isolation, and harm.<\/p>\n\n\n\n<p>Councillors raised concerns that smartphones are a growing source of distraction which leads to a number of issues including bullying, sleep disruption, and anxiety.<\/p>\n\n\n\n<p>The County Council will support the Smartphone Free Childhood (SFC) campaign and will aim to carry out a consultation before the start of the Spring Term with results being analysed by February 2026.<\/p>\n\n\n<div id=\"block_acf-block-68b9cdb953998\" class=\"councillor-quote align-right dcc grid-x\">\r\n\t<blockquote class=\"councillor-quote-blockquote medium-auto small-12 cell\">\r\n                    <div class=\"councillor-quote-title\"><p>Councillor Graham Bell, County Councillor for Braunton Rural, said: <\/p><\/div>\r\n        \t\t<div class=\"councillor-quote-text\"><p>&nbsp;<\/p>\n<p>\u201cThis motion reflects our duty as councillors to protect children\u2019s wellbeing. Teachers are teachers, they are not referees of TikTok, nor shields against the dangerous misogyny of internet influencers.<\/p>\n<p>\u201cBanning mobile phones in schools is achievable, cost effective, Ofsted-approved and improves educational outcomes. While research on this matter is in its infancy, there is enough peer review to consider. Smartphones are not the only distraction on a school child\u2019s mind but they are a persistent negative distraction that we can do something about.<\/p>\n<p>\u201cActing now allows us to open this conversation across the county. Schools, parents, governors, support groups and pupils must be given the chance to help shape this policy. It\u2019s right that we do this, and this is the first step on understanding the dangers of smartphones.\u201d<\/p>\n<\/div>\r\n\t<\/blockquote>\r\n        <div class=\"councillor-quote-aside will actively encourage and support all schools\u2014maintained, academies, and independent\u2014in developing and embedding mobile phone policies that align with the Department for Education\u2019s expectations and promote a safe, focused, and inclusive learning
