{"id":58905,"date":"2023-01-11T14:46:01","date_gmt":"2023-01-11T14:46:01","guid":{"rendered":"https:\/\/www.devon.gov.uk\/news\/?p=58905"},"modified":"2023-01-11T14:46:03","modified_gmt":"2023-01-11T14:46:03","slug":"cabinet-backs-budget-to-safeguard-social-care-and-childrens-services","status":"publish","type":"post","link":"https:\/\/www.devon.gov.uk\/news\/cabinet-backs-budget-to-safeguard-social-care-and-childrens-services\/","title":{"rendered":"Cabinet backs budget to safeguard social care and children\u2019s services"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>A target budget which helps to safeguard social care and services for children has been approved today (Wednesday 11 January) by our Cabinet.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">County council leader John Hart said a huge effort to identify savings and a welcome cash boost from the Government meant budgets to protect vulnerable children and adults in Devon could be increased this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Cabinet approved a target budget for 2023\/24 which includes an 18.4 per cent increase in spending on children\u2019s services with an 8.8 per cent rise in adult social care. The budget for public health and communities is set to go up by 5.4 per cent and climate change, environment and transport by 3.5 per cent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In all, the revenue budget will rise by 10.5 per cent from \u00a3630 million to \u00a3696 million if it is approved by the full council next month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last summer Mr Hart warned a perfect storm of soaring inflation and rising demand for services meant sweeping budget cuts could be needed unless tough action was taken to rein in costs and the Government provided more cash.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since then almost \u00a350 million of savings have been identified in the county\u2019s spending and the Government has announced a potential cash boost of almost 10 per cent in Devon\u2019s funding.<\/p>\n\n\n<div id=\"block_36f4c257f68b74720e8deb69946f7e52\" class=\"councillor-quote align-right dcc grid-x\">\r\n\t<blockquote class=\"councillor-quote-blockquote medium-auto small-12 cell\">\r\n                    <div class=\"councillor-quote-title\"><p>Mr Hart said today:<\/p><\/div>\r\n        \t\t<div class=\"councillor-quote-text\"><p>\u201cWe\u2019ve taken urgent action to cut our own costs and find savings and I want to pay tribute to all the officers and staff who have contributed to that process.<\/p>\n<p>\u201cWe\u2019ve supported the Local Government Association and the County Councils\u2019 Network by speaking with our MPs to demonstrate the serious situation that local councils face from this perfect storm of soaring inflation and unprecedented demand on our services and we thank them for their support.<\/p>\n<p>\u201cWe\u2019re certainly not out of the woods yet. The hangover from Covid and Putin\u2019s continuing war in Ukraine have rocked the global economy. The effects are still being felt and our finances will continue to be under severe pressure.<\/p>\n<p>\u201cBut we are determined to safeguard support for the young, the old and vulnerable people in our county.<\/p>\n<p>\u201cEvery night on our televisions we are seeing examples of how hard-pressed the NHS is. By working with health and the voluntary sector we need to be investing more in social care so we can reduce bed blocking and take some of the pressure off our doctors and nurses.<\/p>\n<p>\u201cWe need to continue investing in modernising our services for children and young people to give them the best start in life.<\/p>\n<p>\u201cAnd we must ensure Devon has good infrastructure \u2013 roads, rail and broadband \u2013 so that our economy can grow and our people can prosper.\u201d<\/p>\n<\/div>\r\n\t<\/blockquote>\r\n        <div class=\"councillor-quote-aside medium-auto small-12 cell\">\r\n\t<figure class=\"councillor-quote-image grid-x\">\r\n\t\t<img decoding=\"async\" class=\"small-6 cell medium-12\" src=\"https:\/\/www.devon.gov.uk\/news\/wp-content\/themes\/dcc-parent-v4\/images\/avatar-placeholder.png\" alt=\"placeholder image\" loading=\"lazy\" \/>\r\n        <figcaption class=\"councillor-quote-description small-6 cell medium-12\" >\r\n                        <a href=\"https:\/\/democracy.devon.gov.uk\/mgUserInfo.aspx?UID=149\" rel=\"noopener\">Councillor John Hart, Leader of the Council and Cabinet Member for Policy, Corporate and Asset Management<\/a><\/figcaption>\r\n            <\/figure>\r\n    <\/div>\r\n    \r\n    <\/div>\n\n\n<p class=\"wp-block-paragraph\">In a report to the Cabinet, Devon\u2019s director of finance, Angie Sinclair, said that last summer she had predicted an unprecedented overspend of \u00a330.5 million this year with another \u00a310 million of inflation-related risk if nothing was done. Councillors set up a special Financial Sustainability Programme in response.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cThis programme has been successful in containing some expenditure and making savings which is reflected in a significantly improved forecast,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHowever many of the underlying budget pressures remain and are addressed in the 2023\/24 budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe cost of living and geopolitical situation has created huge financial pressures nationally. As a consequence, the authority has faced unprecedented price and demand pressures in the current year. The ongoing impact of this and other pressures have been included within the proposed target
