{"id":56345,"date":"2022-05-26T14:35:07","date_gmt":"2022-05-26T13:35:07","guid":{"rendered":"https:\/\/www.devon.gov.uk\/news\/?p=56345"},"modified":"2022-05-27T16:16:16","modified_gmt":"2022-05-27T15:16:16","slug":"new-chair-sworn-in-as-annual-meeting-returns-to-county-hall-after-two-year-hiatus","status":"publish","type":"post","link":"https:\/\/www.devon.gov.uk\/news\/new-chair-sworn-in-as-annual-meeting-returns-to-county-hall-after-two-year-hiatus\/","title":{"rendered":"New Chair sworn in as Annual Meeting returns to County Hall after two year hiatus"},"content":{"rendered":"\n<p><strong>The outgoing Chair of Devon County Council (DCC), Jeff Trail BEM, handed the reins to Ian Hall, the County Councillor for Axminster, today (Thursday May 26).<\/strong><\/p>\n\n\n\n<p>The annual changing of the guard took place at the first Annual Council Meeting at County Hall for two years because of Covid restrictions.<\/p>\n\n\n\n<p>At the meeting Councillor Percy Prowse, a retired police officer who served for 32 years and has represented Duryard and Pennsylvania on DCC since 2009, replaced Cllr Debo Sellis as Vice Chair.<\/p>\n\n\n\n<p>A former member of Axminister town council, Councillor Hall has been a county councillor since 2007 and was elected to East Devon District Council in 2015.<\/p>\n\n\n\n<p>His interests include sport and helping change young lives and promoting education through sport, and the role of faith groups to help unlock the \u2018hard to reach\u2019 residents of Devon.<\/p>\n\n\n\n<p>An engineer by trade, he believes in \u2018fairness for all\u2019 and has an interest in ensuring the mental and physical wellbeing of all of Devon\u2019s residents.<\/p>\n\n\n\n<p>As Chair of the Council his main theme for his year of office will be mental health.<\/p>\n\n\n<div id=\"block_628f7b063dedf\" class=\"councillor-quote align-right dcc grid-x\">\r\n\t<blockquote class=\"councillor-quote-blockquote medium-auto small-12 cell\">\r\n                    <div class=\"councillor-quote-title\"><p>Councillor Ian Hall, Chairman of Devon County council, said: <\/p><\/div>\r\n        \t\t<div class=\"councillor-quote-text\"><p>\u201cI am humbled to hold the position of Chair and to be part of the momentous Platinum Jubilee. Over the past two years, our communities have fought back against every challenge, battling loneliness and isolation, dropping off shopping to vulnerable neighbours, volunteering at vaccine centres, and now opening their homes to our new Ukrainian neighbours.<\/p>\n<p>\u201cI want to thank all the teachers, health professionals, emergency services, armed forces, all volunteers, local authorities and all of the residents of our fine county who have dug so deep for so long and have done Devon proud.<\/p>\n<p>&#8220;I aim to use my position to focus on the importance of mental health. It\u2019s been difficult for many, none more so than young people, but I have been heartened to see that over the last decade the conversation around mental health has continued to increase in prominence.<\/p>\n<p>&#8220;But there is still an incredible amount to do &#8211; never has there been a time when this issue has been so important, and we must all ensure that we look out and support one another and help our communities to heal. For the Liberal Democrat group, Councillor Julian Brazil, the local member for Kingsbridge, replaced Alan Connett.<\/p>\n\n\n\n<p>And Councillor Carol Whitton, the local member for St David&#8217;s &amp; Haven Banks, is now leader for the Labour Group.<\/p>\n\n\n\n<p>The full list of committee memberships and appointments can be found on this document hosted on <a
