{"id":54181,"date":"2021-11-22T11:43:25","date_gmt":"2021-11-22T11:43:25","guid":{"rendered":"https:\/\/www.devon.gov.uk\/news\/?p=54181"},"modified":"2021-11-22T11:50:31","modified_gmt":"2021-11-22T11:50:31","slug":"devons-hard-hit-areas-due-500m-in-government-funding-says-analysis","status":"publish","type":"post","link":"https:\/\/www.devon.gov.uk\/news\/devons-hard-hit-areas-due-500m-in-government-funding-says-analysis\/","title":{"rendered":"Devon\u2019s hard-hit areas due \u00a3500m in Government funding, says analysis"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>Devon\u2019s economy should get more than \u00a3500 million in additional Government support if the county\u2019s hardest hit areas are treated the same as Cornwall.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Analysis for Team Devon shows productivity in six local authority areas is at least as low as Cornwall and therefore should be eligible for the same level of investment from the Government\u2019s planned UK Shared Prosperity Fund which will replace EU funding from April 2022.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the Budget the Government promised that Shared Prosperity Fund contributions for Cornwall would \u201cat a minimum match the size of EU Funds\u201d but no guarantees have been given for Devon, Plymouth and Torbay.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Team Devon research shows that low productivity in East Devon, Mid Devon, Teignbridge, Torbay, Torridge and West Devon is at least as bad as Cornwall, and the population of the six Devon areas is 612,000, more than the population of Cornwall. Whilst relatively better than Cornwall, productivity in Plymouth, North Devon and South Hams is significantly below the UK average and all areas are struggling with skills shortages and low wages.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If Government simply guaranteed Devon\u2019s local authority areas UKSPF contributions to at least match what they would have received from the EU, they would share around \u00a383.5 million, \u00a311.52 per head, for jobs, skills and business support spread over six years up until 2028. But Team Devon says that if the Government treated Devon the same as Cornwall, that investment would rise to \u00a3540 million, \u00a380.19 per head, for the lowest productivity areas and up to \u00a31.13 billion, \u00a3155.86 per head, for the whole of Devon, Plymouth and Torbay.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Team Devon is urging the Government to avoid the mistakes of the old EU funding system and ensure UKSPF is targeted to help these productivity \u201ccold spots\u201d.<\/p>\n\n\n<div id=\"block_619b721cde08a\" class=\"councillor-quote align-right dcc grid-x\">\r\n\t<blockquote class=\"councillor-quote-blockquote medium-auto small-12 cell\">\r\n                    <div class=\"councillor-quote-title\"><p>Councillor Rufus Gilbert, Cabinet Member for Economic Recovery and Skills, said:<\/p><\/div>\r\n        \t\t<div class=\"councillor-quote-text\"><p>\u201cWe have no quarrel with Cornwall, Cornwall\u2019s challenges are very similar to those faced by Devon. We simply ask Government to treat the people and businesses of Devon fairly and to put right an injustice which has starved our economy of vital funding.<br \/>\n\u201cFor many years Devon, Plymouth and Torbay have missed out on hundreds of millions of pounds of vital economic support because the EU wrapped up the whole of Devon, poorer areas with better off ones such as Exeter which frankly gave a totally false image of Devon\u2019s economy.<br \/>\n\u201cNor should anyone assume that Exeter, so long the driving force in the Devon economy, is fine as it is. It is vital that Exeter is supported to enhance the city economy, the quality of life and the environment, and helped to drive up productivity across the rest of the county.\u201d<\/p>\n<\/div>\r\n\t<\/blockquote>\r\n        <div class=\"councillor-quote-aside medium-auto small-12 cell\">\r\n\t<figure class=\"councillor-quote-image grid-x\">\r\n\t\t<img decoding=\"async\" class=\"small-6 cell medium-12\" src=\"https:\/\/www.devon.gov.uk\/news\/wp-content\/themes\/dcc-parent-v4\/images\/avatar-placeholder.png\" alt=\"Councillor Rufus Gilbert\" loading=\"lazy\" \/>\r\n        <figcaption class=\"councillor-quote-description small-6 cell medium-12\" >\r\n                        <a href=\"https:\/\/democracy.devon.gov.uk\/mgUserInfo.aspx?UID=143\" rel=\"noopener\">Councillor Rufus Gilbert, Cabinet Member for Economic Recovery and Skills<\/a><\/figcaption>\r\n            <\/figure>\r\n    <\/div>\r\n    \r\n    <\/div>\n\n\n<p class=\"wp-block-paragraph\"><strong>Councillor David Worden, Chair of the Devon Districts Forum, said:<\/strong> \u201cTeam Devon\u2019s research nails the myth that the severe economic and social challenges facing the South West Peninsula begin and end at the Tamar.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;In reality, the economic and social conditions in Cornwall and Devon are strikingly similar whether that be housing, skills shortages, low wages or productivity. If the Government\u2019s Levelling Up policy is going to succeed it has to apply Shared Prosperity funding fairly whatever side of the Tamar you live and work. To do otherwise, risks creating an economic cliff-edge between our two
