Well-integrated, accessible and inclusive transport will improve travel choice and benefit the health and wellbeing of everyone<\/p><\/blockquote>\n<p>Alongside this vision, six objectives that the LTP4 will help to achieve have been identified:<\/p>\n<ul>\n<li>Decarbonisation<\/li>\n<li>Easier travel<\/li>\n<li>Reliability and resilience<\/li>\n<li>Unlocking development<\/li>\n<li>Greater places for people<\/li>\n<li>The place to be naturally active<\/li>\n<\/ul>\n<p>We have produced a short video to introduce the LTP4 and outline its key proposals. LTP4<\/h2>\n<p>Recognising that there are distinct characteristics and transport challenges depending on where people live across Devon and Torbay, individual strategies have been developed for each centre<\/strong><\/p>\n<ul>\n<li>Reduce dominance of cars in the city centre and core walking areas linked to public realm, redevelopment of the city centre and to support investment.<\/li>\n<li>Review parking charges for off-peak travel to discourage peak period travel and encourage longer stays in the city centre.<\/li>\n<li>Upgrade Exeter St David\u2019s station gateway and interchange.<\/li>\n<\/ul>\n<h4>The place to be naturally active<\/h4>\n<p><strong>Supporting Active Exeter\u2019s goals<\/strong><\/p>\n<ul>\n<li>Enhance key pedestrian corridors, including new river and main road crossings and improved access to transport interchanges.<\/li>\n<li>Quieter and safer streets for pedestrians and cyclists in residential areas.<\/li>\n<li>Green lanes supporting active travel from villages to the edge of the city.<\/li>\n<li>Comprehensive city-wide cycle network linking all key destinations, delivering safe routes that can be used and enjoyed by all.<\/li>\n<li>Improve access to cycles, including city-wide cycle hire scheme and greater access to storage facilities.<\/li>\n<li>Employer, school and residential travel planning programmes to encourage sustainable travel choices.<\/li>\n<\/ul>\n<h4>Unlock development<\/h4>\n<ul>\n<li>Bus priority on A3052\/A376 towards M5 Junction 30.<\/li>\n<li>Strategic active travel routes to Cranbrook and along the A3052 corridor.<\/li>\n<li>Deliver car club and cycle hire schemes to support new development policy<\/li>\n<li>requirements in Exeter.<\/li>\n<li>Use technological advancements to adapt and optimise operation of the highway network.<\/li>\n<\/ul>\n<h4>Easier travel<\/h4>\n<p><strong>Creating a connected city region<\/strong><\/p>\n<ul>\n<li>Enhance bus services between Exeter and surrounding towns to provide 15- minute frequency from Cranbrook, Crediton, Cullompton and Newton Abbot.<\/li>\n<li>\u2018Devon Metro\u2019 with at least half hourly frequency on rail lines into Exeter and new stations at Cullompton, Okehampton Interchange and exploring potential at Monkerton.<\/li>\n<li>Enhanced bus to rail interchange at Polsloe Bridge and Digby &amp; Sowton stations.<\/li>\n<li>New strategic walking and cycling trails connecting surrounding towns to Exeter.<\/li>\n<\/ul>\n<p><strong>Attractive urban bus measures<\/strong><\/p>\n<ul>\n<li>Measures to enhance bus priority on key corridors, including Cowick Street,<\/li>\n<li>Exe Bridges, New North Road, Pinhoe Road and Heavitree Road.<\/li>\n<li>Attractive modern low emission buses, improved bus stop infrastructure and information systems to enhance passenger experience.<\/li>\n<li>Park and ride or park and change sites on main corridors and increase cross city services to improve linkages to employment on the edges of the city.<\/li>\n<li>Enhance bus frequency on routes across the city.<\/li>\n<\/ul>\n<h4>Decarbonisation<\/h4>\n<p><strong>Transition to lower emission fuels<\/strong><\/p>\n<ul>\n<li>Support roll-out of and identify assets that support uptake of low emission vehicles.<\/li>\n<li>Provide electric shared mobility, electric vehicle charging facilities and investigate potential for energy generation on park and ride sites.<\/li>\n<li>Community Charge Hub at Matford park and ride.<\/li>\n<li>Decarbonisation of the public transport fleet, with priority to services running along corridors with highest levels of air pollution.<\/li>\n<\/ul>\n<p><strong>Innovation and Invention<\/strong><\/p>\n<ul>\n<li>Allow trials and testing of new measures and\/or network changes to accelerate processes for decarbonising the transport network.<\/li>\n<li>Data sharing and collaborative working to support partners and innovators to develop new solutions to decarbonising transport.<\/li>\n<li>Single ticketing platform for multi-modal travel in Exeter, working towards providing a new zero-emission transport subscription service.<\/li>\n<\/ul>\n<p><\/div><\/div><\/li>\n<li class=\"accordion-item\" data-accordion-item>\r\n<a href=\"#mac2\" id=\"head2\" role=\"tab\" class=\"accordion-title\">Torbay<\/a><div id=\"mac2\" aria-labelledby=\"head2\" class=\"accordion-content\" data-tab-content><div class=\"targetclass\" ><\/p>\n<h4>Greater places for people<\/h4>\n<ul>\n<li>Delivery of town centre public realm improvements across Torbay.<\/li>\n<li>Enhance Torquay Harbour\u2019s public realm by improving the pedestrian environment of<\/li>\n<li>The Strand and reducing vehicular dominance on the seafront.<\/li>\n<li>Improve Torquay\u2019s road layout and wayfinding to improve entry and exit into the town centre.<\/li>\n<li>Upgrade public transport gateways in Torbay\u2019s town centres.<\/li>\n<\/ul>\n<h4>Easier travel<\/h4>\n<p><strong>Improving travel choice<\/strong><\/p>\n<ul>\n<li>New railway station at Edginswell to create new opportunities for travel to Torbay<\/li>\n<li>Hospital and other nearby destinations.<\/li>\n<li>New bus\/coach services from Torbay to East of Exeter.<\/li>\n<li>Enhance integration of bus and rail services.<\/li>\n<li>Network of shared travel choices (bike hire\/car club) across Torbay.<\/li>\n<\/ul>\n<p><strong>Attractive public transport<\/strong><\/p>\n<ul>\n<li>Attractive modern vehicles.<\/li>\n<li>Higher frequency bus services between town centres and major employment and education sites.<\/li>\n<li>Faster bus journey times, including priority at traffic signals, bus only access, and reduced impact of on-street parking on bus service reliability.<\/li>\n<li>Extend operating hours of bus services, including evening services and night services through the week.<\/li>\n<\/ul>\n<p><strong>Access to public transport<\/strong><\/p>\n<ul>\n<li>Improve bus stop infrastructure and information systems, including wayfinding between bus and rail services.<\/li>\n<li>Improved access for all at railway stations.<\/li>\n<\/ul>\n<h4>The place to be naturally active<\/h4>\n<ul>\n<li>Strategic Cycle Network<\/li>\n<li>Work with partners to deliver South Devon Cycle Way and connect Torbay into the existing traffic free, multi-use trail network in Devon.<\/li>\n<li>Deliver strategic cycle routes within Torbay, including Hospital Trail, Torquay Town Trail and northern sections of the Beaches Trail.<\/li>\n<li>Develop proposals for the Zoo Trail and southern sections of Beaches Trail.<\/li>\n<\/ul>\n<p><strong>Improving access for pedestrians and cycles<\/strong><\/p>\n<ul>\n<li>Improve pedestrian and cycle crossings to town and neighbourhood centres and where they support delivery of the strategic cycle network.<\/li>\n<li>Improve attractiveness and safety of walking and cycling routes to schools.<\/li>\n<li>Create quieter and safer streets for residents, pedestrians and cyclists.<\/li>\n<\/ul>\n<h4>Decarbonisation<\/h4>\n<ul>\n<li>Transition to lower and zero emission buses across Torbay.<\/li>\n<li>Increasing travel choice to help reduce traffic movements across Torbay.<\/li>\n<li>Deliver a network of electric vehicle charging points.<\/li>\n<li>Promote peer-to-peer charging.<\/li>\n<\/ul>\n<h4>Unlock development<\/h4>\n<ul>\n<li>Require secure cycle parking and electric vehicle charging infrastructure.<\/li>\n<li>Ensure suitable access to and\/or improvements to local bus stop facilities.<\/li>\n<li>Provide high quality pedestrian and cycle access, including delivery of sections of<\/li>\n<li>LCWIP routes.<\/li>\n<li>Require travel planning for school expansions and all major developments.<\/li>\n<\/ul>\n<h4>Reliable and resilient network<\/h4>\n<ul>\n<li>Identify proposals to improve active travel provision and vehicle performance on the Major Road Network.<\/li>\n<li>Protect and enhance access to Brixham Harbour.<\/li>\n<li>Reduce the number of casualties on the highway network.<\/li>\n<\/ul>\n<p><\/div><\/div><\/li>\n<li class=\"accordion-item\" data-accordion-item>\r\n<a href=\"#mac3\" id=\"head3\" role=\"tab\" class=\"accordion-title\">Growth areas<\/a><div id=\"mac3\" aria-labelledby=\"head3\" class=\"accordion-content\" data-tab-content><div class=\"targetclass\" ><\/p>\n<h4>Unlock development<\/h4>\n<p><strong>Unlock strategic development through the delivery of:<\/strong><\/p>\n<ul>\n<li>Improvements to the A39\/A361 North Devon Link Road, local vehicle links to unlock sites and new bus routes and improved crossings of roads and the River Taw to support a range of travel choices.<\/li>\n<li>Enhanced bus services, attractive walking and cycling links and new and improved\u00a0 junctions with major highway links to unlock development at Tiverton and Culm Garden.<\/li>\n<li>New access to the A38, pedestrian and cycle facilities and infrastructure to unlock the<\/li>\n<li>Plymouth and South Devon Freeport.<\/li>\n<li>Completion of planned highway links in Heart of Teignbridge including Houghton<\/li>\n<li>Barton Link Road, A382 Phase 3, Wolbororugh Link Road and Jetty Marsh Phase 2.<\/li>\n<\/ul>\n<h4>Easier travel<\/h4>\n<ul>\n<li>Improve the attractiveness of public transport by increasing service frequency, convenience of interchange and quality of public transport vehicles.<\/li>\n<li>Half hourly rail frequency from Barnstaple to Exeter.<\/li>\n<li>New railway station at Cullompton.<\/li>\n<li>Ensure attractive bus service provision, where feasible integrated with the rail network, to serve new development in the growth areas.<\/li>\n<li>Bus priority at key pinch points to improve journey times and reliability.<\/li>\n<li>Trial of shared modes including car club vehicles in the largest urban areas.<\/li>\n<\/ul>\n<h4>Greater places for people<\/h4>\n<p><strong>Contribute towards vibrant town centres through:<\/strong><\/p>\n<ul>\n<li>Enhancing Newton Abbot town centre, including Queen Street, and enhancements to sustainable travel at junctions.<\/li>\n<li>Expanding low traffic and pedestrianised areas in Barnstaple town centre.<\/li>\n<li>Reducing dominance of vehicles and improving public realm in Cullompton.<\/li>\n<li>Cullompton Relief Road and Tiverton town centre enhancements.<\/li>\n<\/ul>\n<h4>Decarbonisation<\/h4>\n<ul>\n<li>Support the transition to lower emission fuels through increasing the number of<\/li>\n<li>Electric Vehicle charging points.<\/li>\n<li>Support peer-to-peer charging.<\/li>\n<li>Provide information to reduce barriers and improve awareness of charging options.<\/li>\n<li>Support new technologies, including the hydrogen opportunities at Appledore and the Plymouth and South Devon Freeport.<\/li>\n<li>Work with operators to reduce carbon emission from public transport vehicles and roll out of electric buses on high pollution routes.<\/li>\n<\/ul>\n<h4>The place to be naturally active<\/h4>\n<ul>\n<li>Expansion and improvement of the multi-use trail network, including completion of<\/li>\n<li>Tarka Trail and delivery of Teign Estuary Trail and Newton Abbot to Torbay cycle route.<\/li>\n<li>Delivery of local area active travel enhancements identified in the Heart of Teignbridge and Barnstaple, Bideford and Northam LCWIPs.<\/li>\n<li>Completion of emerging Mid Devon LCWIP and progression of priority schemes.<\/li>\n<\/ul>\n<p><\/div><\/div><\/li>\n<li class=\"accordion-item\" data-accordion-item>\r\n<a href=\"#mac4\" id=\"head4\" role=\"tab\" class=\"accordion-title\">Rural Devon and market and coastal towns<\/a><div id=\"mac4\" aria-labelledby=\"head4\" class=\"accordion-content\" data-tab-content><div class=\"targetclass\" ><\/p>\n<h4>Decarbonisation<\/h4>\n<p><strong>Transition to lower emission fuels<\/strong><\/p>\n<ul>\n<li>Work with stakeholders to deliver improvements to EV charging infrastructure in our rural areas including at key tourism destinations.<\/li>\n<li>Promote peer-to-peer charging networks.<\/li>\n<li>Work with transport service providers to decarbonise rural transport fleets, including branch lines in the South West to be a test bed for low carbon railways.<\/li>\n<\/ul>\n<p><strong>Digital services<\/strong><\/p>\n<ul>\n<li>Improve digital access and online services across Devon\u2019s rural areas, with particular focus on areas with poor mobile\/broadband connections.<\/li>\n<li>Further increase the availability of online council services and work with public sector partners to increase their online service delivery.<\/li>\n<\/ul>\n<h4>Greater places for people<\/h4>\n<p><strong>Enhance local centres<\/strong><\/p>\n<ul>\n<li>Enhance cycle and vehicular parking facilities in rural centres.<\/li>\n<li>Introduce 20mph speed limit in settlements where locally supported.<\/li>\n<li>Work with public sector organisations to identify and implement opportunities to deliver more community services within rural settlements.<\/li>\n<li>Work with district councils and partners to support sustainable development.<\/li>\n<\/ul>\n<p><strong>Destination Devon<\/strong><\/p>\n<ul>\n<li>Support enhanced pedestrian, cycling and vehicular parking facilities at seafront destinations.<\/li>\n<li>Enhance town centre environments.<\/li>\n<li>Work with organisations to promote sustainable leisure travel.<\/li>\n<\/ul>\n<h4>The place to be naturally active<\/h4>\n<ul>\n<li>Develop a countywide LCWIP.<\/li>\n<li>Continue expansion of the multi-use trail network, creating a safe and attractive environment for pedestrians, cyclists and, where appropriate, horse riders.<\/li>\n<li>Identify local priorities for improving walking, cycling and horse riding and trial changes to expand network of green lanes.<\/li>\n<li>Support opportunities for temporary highway closures for local events in rural villages.<\/li>\n<li>Improve access to cycling through continued delivery of Cycle Confidence sessions and removal of barriers on the National Cycle Network.<\/li>\n<li>Deliver improvements to safety in rural areas, including changes to speed limits and locally supported changes to reduce noise and\/or improve active travel.<\/li>\n<\/ul>\n<h4>Easier travel<\/h4>\n<p><strong>Developing the Devon Metro<\/strong><\/p>\n<ul>\n<li>Half hourly rail frequency on East Devon section of Exeter to Waterloo Line.<\/li>\n<li>Work collaboratively with rail industry partners to deliver the reinstatement of the Tamar<\/li>\n<li>Valley branch line to Tavistock.<\/li>\n<li>Deliver the West Devon Transport Hub with a new railway station, Okehampton Interchange.<\/li>\n<\/ul>\n<p><strong>New opportunities<\/strong><\/p>\n<ul>\n<li>Extend of the London Waterloo to Exeter St David\u2019s service further into Devon.<\/li>\n<li>Work with the rail, bus, and coach industry to deliver \u2018hub and ride\u2019 improvements where rural residents can access longer-distance transport services.<\/li>\n<li>Protect, expand and improve rail, bus service and cycle integration.<\/li>\n<li>Deliver the Dinan Way extension in Exmouth.<\/li>\n<\/ul>\n<p><strong>Collaborative working<\/strong><\/p>\n<ul>\n<li>Continue to work with organisations to support and broaden the community transport services they provide.<\/li>\n<li>Work with communities to support them to deliver community-led access and transport solutions tailored to their specific needs.<\/li>\n<\/ul>\n<p><strong>Shared modes<\/strong><\/p>\n<ul>\n<li>Support mobility hubs and integrating sustainable travel choices at larger market and coastal towns.<\/li>\n<li>Work with the car club industry and communities to identify and deliver sustainable modes of provision in rural areas feeding into a shared modes strategy.<\/li>\n<li>Work with district councils and partners to ensure new rural developments embed decarbonised, active, public and shared transport into new developments.<\/li>\n<\/ul>\n<p><\/div><\/div><\/li><\/ul><\/div>\n<p>The draft Devon and Torbay Local Transport Plan 4 also includes and Torbay<\/a><div id=\"mac1\" aria-labelledby=\"head1\" class=\"accordion-content\" data-tab-content><div class=\"targetclass\" ><\/p>\n<p><strong>Connecting Devon and Torbay to the rest of the country.<\/strong><\/p>\n<h4>Reliable and Resilient Network<\/h4>\n<ul>\n<li>Completion of the South West resilience works on the railway between Dawlish and Teignmouth.<\/li>\n<li>Enhancements on the Exeter to London Waterloo Line to increase diversionary capacity and service frequency to East Devon.<\/li>\n<li>Work with the rail industry to make the case for enhancements to the North Devon Line to address overcrowding and improved connectivity.<\/li>\n<li>Completion of North Devon Link Road enhancements.<\/li>\n<li>Protect and enhance the resilience of M5 J29 to J31\/Splatford Split.<\/li>\n<li>Enhanced motorway service station capacity by the Strategic Road Network gateway into the Southwest at M5 J29 to J31.<\/li>\n<li>Review speed limits on major A roads and identify opportunities for different speed limits on busiest roads.<\/li>\n<\/ul>\n<h4>Easier Travel<\/h4>\n<ul>\n<li>Lobby for enhanced mobile connectivity on trains and improved rail rolling stock.<\/li>\n<li>Extension of existing London Waterloo to Exeter service further into Devon.<\/li>\n<li>Seek additional long distance rail services to and from Devon and Torbay.<\/li>\n<li>Improve access to Exeter airport by sustainable modes.<\/li>\n<li>Improve lorry parking facilities on key routes.<\/li>\n<li>Protect and enhance integration between bus and rail services.<\/li>\n<li>Simplify fare structure and introduce integrated ticketing for public transport.<\/li>\n<\/ul>\n<h4>Decarbonisation<\/h4>\n<ul>\n<li>Improve digital access and online services, with particular focus on areas with poor mobile or broadband connections.<\/li>\n<li>Support the delivery of EV charging and alternative fuel stations across the Major Road Network and Strategic Road Network.<\/li>\n<li>Support suitable opportunities to increase rail freight.<\/li>\n<\/ul>\n<h4>Unlock development<\/h4>\n<ul>\n<li>Work with partners to deliver infrastructure to support the Plymouth and South Devon
