{"id":334,"date":"2015-11-16T15:33:00","date_gmt":"2015-11-16T15:33:00","guid":{"rendered":"https:\/\/beta.devon.gov.uk\/grandwesterncanal\/?page_id=334"},"modified":"2026-06-30T16:32:30","modified_gmt":"2026-06-30T15:32:30","slug":"byelaws-codes-of-conduct-policies-faqs","status":"publish","type":"page","link":"https:\/\/www.devon.gov.uk\/grandwesterncanal\/byelaws-codes-of-conduct-policies-faqs","title":{"rendered":"Byelaws, codes of conduct, policies and FAQs"},"content":{"rendered":"<hr \/>\n<h2>Byelaws<\/h2>\n<p>Use of the Country Park is governed by the <a href=\"https:\/\/www.devon.gov.uk\/grandwesterncanal\/byelaws-codes-of-conduct-policies-and-faqs\/byelaws\">Grand Western Canal Country Park Byelaws<\/a>, most recently revised in 1999.<\/p>\n<div>\n<hr \/>\n<h2>Codes of Conduct<\/h2>\n<p>The Canal Ranger Service has established two Codes of Conduct to promote the safe and considerate use of both the towpath and the canal channel by all users.<\/p>\n<p>These codes have been developed in partnership with representatives from boating, angling, and wildlife interest groups, and have been endorsed by the Canal\u2019s Joint Advisory Committee.<\/p>\n<\/div>\n<ul>\n<li><a href=\"https:\/\/www.devon.gov.uk\/grandwesterncanal\/byelaws-codes-of-conduct-policies-and-faqs\/towpath-code-of-conduct\">Towpath code of conduct<\/a><\/li>\n<li><a href=\"https:\/\/www.devon.gov.uk\/grandwesterncanal\/byelaws-codes-of-conduct-policies-and-faqs\/waterway-code-of-conduct\">Waterway code of conduct<\/a><\/li>\n<\/ul>\n<h3>Availability<\/h3>\n<ul>\n<li>The <strong>Towpath Code of Conduct<\/strong> is included in Visitor Information Guides and displayed on notice boards along the towpath.<\/li>\n<li>The <strong>Waterway Code of Conduct<\/strong> is available as a leaflet from the Canal Visitor Centre.<\/li>\n<\/ul>\n<hr \/>\n<h2>The Community Safety Accreditation Scheme (CSAS)<\/h2>\n<p><img decoding=\"async\" class=\"size-full wp-image-3719 alignleft\" src=\"http:\/\/www.devon.gov.uk\/grandwesterncanal\/wp-content\/uploads\/sites\/107\/2026\/06\/CSAS-Logo.png\" alt=\"\" width=\"200\" height=\"218\" \/><\/p>\n<div>\n<p>Canal Rangers at the Grand Western Canal Country Park, Tiverton, have been granted limited policing powers under the <strong>Community Safety Accreditation Scheme (CSAS)<\/strong>.<\/p>\n<p>The CSAS has operated across Devon and Cornwall since 2005.<\/p>\n<p>These accreditations enable Rangers to assist in addressing low-level anti-social behaviour and to support the promotion of a safe and secure environment for all canal users and the wider community.<\/p>\n<h3><\/h3>\n<hr \/>\n<h3>Accredited Powers<\/h3>\n<p>The powers conferred under the scheme are proportionate to the needs of the canal and surrounding area and include the authority to:<\/p>\n<ul>\n<li>Require the name and address of any person acting in an anti-social manner<\/li>\n<\/ul>\n<p>Failure to comply with such a request constitutes a formal offence.<\/p>\n<hr \/>\n<h3>Identification<\/h3>\n<p>Accredited Rangers can be identified by:<\/p>\n<ul>\n<li>Official CSAS insignia displayed on their uniform<\/li>\n<li>A police-issued identification badge<\/li>\n<li>An identification card detailing their accredited powers<\/li>\n<\/ul>\n<\/div>\n<hr \/>\n<h2>Policies<\/h2>\n<ul>\n<li><a href=\"https:\/\/www.devon.gov.uk\/grandwesterncanal\/codes-of-conduct\/memorial-bench-policy\">Memorial Bench Policy<\/a><\/li>\n<li><a href=\"https:\/\/www.devon.gov.uk\/grandwesterncanal\/privacy-policy\">Privacy Policy<\/a><\/li>\n<\/ul>\n<hr \/>\n<h2>Frequently Asked Questions<\/h2>\n<ul class=\"accordion \" data-accordion data-allow-all-closed=\"true\" data-multi-expand=\"true\" ><li class=\"accordion-item\" data-accordion-item>\r\n<a href=\"#mac1\" id=\"head1\" role=\"tab\" class=\"accordion-title\" aria-controls=\"mac1\">Who has priority on the towpath? <\/a><div id=\"mac1\" aria-labelledby=\"head1\" class=\"accordion-content\" data-tab-content><div class=\"targetclass\" >\n<h3>Who has priority on the towpath?<\/h3>\n<p>A horse-drawn barge operates between the Canal Basin in Tiverton and Tiverton Road Bridge near Halberton. It has priority over all other users.<\/p>\n<p>Cyclists must dismount and walk under bridges along this section, as visibility is restricted. Stopping the horse may cause the barge to lose steering.<\/p>\n<p>At all other bridges:<\/p>\n<ul>\n<li>Pedestrians have priority<\/li>\n<li>Cyclists must take care and are advised to dismount<\/li>\n<li>Dismounting is mandatory at the two bridges in Sampford Peverell<\/li>\n<\/ul>\n<\/div><\/div><\/li>\n<li class=\"accordion-item\" data-accordion-item>\r\n<a href=\"#mac2\" id=\"head2\" role=\"tab\" class=\"accordion-title\" aria-controls=\"mac2\">Are dogs allowed at the Canal? <\/a><div id=\"mac2\" aria-labelledby=\"head2\" class=\"accordion-content\" data-tab-content><div class=\"targetclass\" >\n<h3>Are dogs allowed?<\/h3>\n<p>Yes, dogs are permitted within the Country Park. However:<\/p>\n<ul>\n<li>Dogs must be kept under control at all times<\/li>\n<li>They must not disturb wildlife, other dogs, or visitors<\/li>\n<li>Dogs must be kept out of adjacent farmland<\/li>\n<li>Owners must clean up after their dogs<\/li>\n<\/ul>\n<p>Dog waste bins are provided at key access points.
